How can you tell?
On the Union Flag, the cross of St. George has a white border round it to represent the white background on England's flag. If you look carefully, you'll see that the white strip around St. Patrick's cross are thicker on one side than the other. These two stripes are different because one shows the white cross of Scotland and the other is for Ireland's white background.

The different sized stripes show which way up the flag is. If the thick stripe is on the top left-hand side near the staff, the flag is the right way up. To hoist the flag up a pole the other way round is a distress signal.

The English flag has something to do with er England on it.

I think you mean the British (have you not read any of this thread? ;))flag, which has the cross of St. Andrew incorporated.

It is actually a Welsh dragon.

I think you may be confusing it with the three lions of Richard III which is used as a sport badge by England (see the song by Baddiel and Skinner).
 
As well as the flag, there is N.Ireland to consider. The Northern Irish, or "Ulster-Scots" as the Americans often call them, would have to conseder their position in a very new light, as the historical reasons for N.I. remaining in the UK would be much reduced.
