The thing about that portal is it is
1. SMP and multiserver, so it doesnt follow the normal rules
2. Monsters are off -- no Ghasts spawning there yet.

That canal took surprisingly less time to flood than I thought it would.

Just the lake by Minestaff to the sea by Spawn. Dunno about a canal to Civtown, this one took a lot of time from (mostly) Geno and myself to build, and it isn't done yet.

It is actually mostly done Scamp.
As for texture pack, it is AeGeOn's BumpMaft. Its a 128x128 texture pack, so you need a good GPU to use it.
