So I've been trying to get a decent game in where I successfully pull off a specialist economy, and so far on monarch I'm always able to get to Lib first, in fact most of the time I'm even getting Steel as my free tech from Lib. However, it seems like within a very short period of time after I get Lib the AI pulls ahead of me VERY quickly in tech. I don't have any saves I could post but I typically have a smallish empire at this point somewhere between 7 - 12 cities. Is that my main problem, or is there potential for something else I could be doing wrong?

It's a common issue. SE steams ahead to Lib and then trails off as GP bulbs become less powerful. At the same time cottage techs are beginning to appear. US, FS, PP, Emancipation are all very powerful and this is the phase in the game where cottages are even a top notch "production" improvement if you have the gold multipliers.
Tips to keep up would be to try to produce GM's for trade missions, get to Biology asap, and most importantly cottages are an amazing improvement in any economy!

You are taking steel with Lib. Use the cannons to take over your neighbors. They will likely have fully matured cottages.
I'm sure there are many things you are doing wrong.
If you want to run a late game SE you should consider flipping over to AW priests, they are by far superior to most other specs late game. SE get ahead by very quickly acquiring GPP and then converting that GPP into a lasting advantage. The two most common methods to do this are the bulbs (philo, paper, edu, lib, pp being some of the most common) and settling (normally in your oxford/academy city for GSc, though WS and IW cities are also options).
If you are grabbing steel off lib you should consider mass building/drafting muskets, pike, and maces and then quickly getting out a cannon army to go flatten a neighbor or two. Unless your neighbor has Mil Trad + gunpowder or is some freakishly strong Pro civ, you can get huge amounts of land off a cannon push.
If you are getting to steel/lib via caste specs and low infra, you might want to consider whipping out infra and just taking chemistry. Steel is not that much better than chemistry and having the infra is required long term.

biology give you the boost to remain competitive and should be prioritized after your free liberalism tech, but the steel slingshot is what will transform your economy to cottages or a hammer based [my preference] in the late-game after or better yet, during your cannon war. The best part about getting biology during a cannon war is there'll be very little drop off in city growth due to war weariness because of the extra food coming in off all those farms, which will give you more time to stomp down an opponent or two.
As for the post-cannon war, remember that caste-workshops are extremely potent, so exploiting them with production multipliers and building wealth/research can make up the ground specialists lose in the late game.

You definitely want to conquer yourself a larger empire. The size of empire you describe is ok for around lib, but then you want to expand to 20+ cities ideally.
From there it is a matter of transitioning to mass cottages or running a LOT of scientists/AW priests/merchants (esp in WS city). It may surprise you how many you will run across a large empire. And don't forget the representation (constitution) and biology represent important boosts to a mid-game SE. In BTS, corps like Sid's Sushi also help a lot.

I've been practicing as Ramesses II so I always get the mids and have rep very early on. Part of my Civ problem is I'm a builder and never build enough military, I'm consciously working on this and forcing myself to get at least 1 early production city that builds a barracks and granary and then nothing but units.

You shouldn't have a problem keeping up in tech if you have the Pyramids assuming you have been settling and their is sufficient food around. In most cases you'll actually produce more

I've always played Continents maps, and what you need to do, post liberalism, is go off and conquer more land.
I've ran a space race victory in SE, just conquer your home continent, farm all grasslands in sight, with workshops on the plains and hills mined.
If your getting Steel from Liberalism, it should be easy to conquer your home continent, pillage all cottages for cash, that's where 4 stack groups of horses are useful, and farm/workshop the lands.
Obviously, you need to stay in caste system, Post Astronomy and Biology I've ran upwards on 8+ Scientist/city with 75%% science boosting buildings, under Rep, that's9*8=72 base beakers plus commerce multipliers, 80% of my cities would be getting easily over 100 Beakers, Multiply that by 30+ cities, your looking at over 3K at 0% Science.
That's why I love the SE so much, on Monarch, I can do this 100%, still struggling with Emperor/huge maps.
