Seaside resorts

I am trying to build Seaside resorts in my current game. I know that in previous versions of the game you could not build them on hills, but as this link seems to say you can with gathering storm:

Why I can't build a seaside resort in the locations in the attached pictures?

It clearly say that it can only be built on flat costal grassland, plain and desert. The exception is if a tile have volcanic soil, in which case it only need to be costal. Also the appeal must be atleast +4.

Ok whoops, I didn't read properly. In my head I just read this "In Gathering Storm, it can also be built on any coastal tile"

I wouldn't have bothered, but the in game tooltip doesn't say anything about flat land only or no hills so it really doesn't make it clear. I'm probably just an idiot though

I still think it's a bug that it can be build on volcanic soil. Or is it also mentioned in the in-game pedia?

It doesn't say anything about volcanic soil, but there is an icon at the bottom when you scroll down that suggests it

It’s because of how volcanic soil is coded. Basically there’s no “volcanic soil (hills)” distinction so when they allow an improvement to go on volcanic soil it can go anywhere. (It’s a feature, like woods, not a tile type.) This allows for fun things like mines and terrace farms on flat land, too; or putting improvements up in the snow around Eyja.
Less a bug and more just a consequence of what volcanic soil tiles are under the hood.
