You do NOT lose Uranium just because a fort is on it - it acts as a mine in that respect.

I just played vs India, but didn't see that many Forts. Perhaps only if you automate your own. Yes, you should be able to automate without letting the AI doing mistakes. Forts takes more time to build than most other improvements.

workers will only put forts on resources if none of your cities can work that tile.

Not true. They built a fort on sheep one tile away from one of my cities.

It's definitely a bug.
