I must say Tatran that an Permanant Alliance with America was an extremely good idea and one I hadn't thought of. It allows us to gain all of America's techs and jump to 51% world domination. This solves the tech hole problem very nicely as we can now get civics to reduce the WW and emancipation unhappiness that was so crippling us. Very clever strategy.
I am curious on what you needed to do to acchieve it. We needed to both be fighting the same enemy to acchieve it correct? Did you get America to declare war or something? In any case, if you would post "what you had to do" to get the alliance, I would be very interested.
First thing I do is look into our civics and decide to switch.

We can lower culture to 30% and raise science back to 50% (so +40% on the science. Looks like Washington is still the main source of the tech though with it reducing only a turn (6 turns to 5).
Since we are at 51% of the world, I am thinking that trying to take out the Incans should be our main goal. Lets knock out at least one enemy.
St Petersburg is a pretty strong city in terms of Mines. I am going to use the Great Engineer to rush the Iron works there.
Request some resources from Washington. This gets us coal so we can build RR and allows us to go to 20% Lux and positive gold. I decide to go for positive gold because I would like to upgrade are Grenadiers to Infantry to help vs the Incans and because America is doing most of the work on our next tech - 40% science still gives us the next tech in 5 but also gives us +192 gpt for upgrades.
Finally, I declare war on Saladin. My hope is that America can win with Infantry and Artillery vs their Longbows

That will give us more land.
Upgrade using up most of our cash on hand (3000 gpt more or less).
IBT: Ghandi lands a very strong force. Don't think we can hold him off...
Washington is making progress on the Incans. I think they are doomed fighting us both
1808 AD: Move units - some more upgrades.
IBT: Our town does fall and is razed. Just too many Artillery. I think I can keep him to only one town though.
1810 AD: Move first units into postion to attack the invasion force.
IBT: We are pillaged. Washington is doing poorly suddenly. Not sure why???
1811 AD: Lousy luck vs the attackers losing two battles in our favor - so we go 2-2.
IBT: Incans reinforce their capitol. Looks like it will hold. Drat it.
1812 AD: Finish off the Indian invasion, but continue to get bad RNG. It was about twice as expensive as it could have been.
1814 AD: Washington is finally making progress vs Saladin. The AI does not do well when you suprise it with war. It just sits there even though it has the troops in towns.
1827 AD: We finally have enough troops to try for the Incan capitol. It costs us 3-4 Artillery, but the city is taken. I wanted to play until we had at least some progress. I will round off the turns to 1830 AD.
1828 AD: We build our first tank.
1830 AD: Advancing on the next incan town.

We are at 55% of the lands. We can probably win without fighting Ghandi.
I think we should take out the rest of the Incans including an amphibious assault on the size 1 city (seen at the very bottom of the picture below). That will allow us to reduce WW a good bit I suspect and allow us to lower Lux to a more reasonable level.
After we take out the incans, I would go for Cyrus' lands next rather than trying to fight Ghandi to get us to 66% for a domination win (assuming the Incans don't get us to 66% already).
