I agree. Given the massive amount of production we will have at the end of the game we could crush him even if he had every tech available.
General note: you haven't talked about what improvements you're building in each city, but I assume the priority would be to improve resources -> work shops -> mines -> scrub. We shouldn't need any farms except those on farming resources and possible one to spread irrigation. Is this the plan?
BTW, do we want to spread irrigation to Nanjing's rice? My initial thought is no. Workshops on those two tiles are better than farms.

BTW, why not just leave Gandhi in Galley City? It's not causing us issues and it is a convenient location if we need to perform an espionage mission on him later.

GP Farm: This city is going to be able to hire TON of specialists with no health/happy. We should be able to get two great people out of this city (your current plan only shows us getting one there). If you do go for a mongrel, I say make it as quick as possible. Although, since there aren't that many mongrel gpp points there at the moment, I'd be more inclided to go all scientists there starting now. We need the beakers and it's going to add up quickly. It already has library/university and can build observatory/laboratory with the mines and Mining Inc.
This city can't generate a GP for the 3 GP golden age without scarfificing population growth. The plan for the 4-5 GP golden age is very rough, yes we do have the option of generating to GP's there, but this can be left to the next turnset. The problem with hiring scientists here is that we don't need a GS for the 4th golden age as we can get one from physics for certain, it is currently planned to hire merchants, as combined with Rheims we would be almost certain to get the GM for the 4th golden age, and we have a reasonable chance of getting a mongrol from one of the two.
Bananas should hire scientists as it grows, but as it is currently a long way down the list for spreading Sushi this will not be for a while.
Bermuda's getting Shushi for a couple of reasons: It is building all the new settlers for the islands, and Sushi will speed this up slightly, after the settlers are built it will grow very rapidly to allow us to hire many specialists to poyentially generate a GP for our 4th golden age. Also it is the only place where the executive being built can spread Sushi the turn it is built. If we don't spread it there we would have to wait to build another executive in Bahamas due to the cap.
Crabbes almost certainly will not generate a GP. If it was pushed really hard at the expense of other cities it might just generate one. The idea behind running artists here was that it could potentially provide a backup if the RNG screws us in pigs, though as the chances of this happening are very low I guess we could abandon this idea and hire scientists instead?
The enginneer in Cuba was to help with production, and the spy because we could still use more espionage for now. This will probably be the last island to get Sushi, so I was planning on wotking coast tiles so the city could grow.
I think Rheims can generate a GM for the 4 GP golden age. In a golden age it will be able to build 2 executives in 5 turns which should be quick enough.
We could redirect some of our existing units to garrisson duty in place of buildin longbows in Orleans. Hopefully we already have more non siege units than we currently need for Gandhi?
Churchill: Do we want to tie up our units until T+6 on another war here? Churchill is done for the most part. We can raze his cities later with ease! I'd rather turn our attention toward Gandhi on T+1. Maybe the limiting factor is getting our galleys over there... Can you take Churchill's last three cities (leave him parked in Steam?) and still get the troops over to India in time to board galleys? If so, maybe we should clean up this area while the troops are there.
The limiting factor in the Gandhi war is the time needed to steal astronomy, upgrade our caravels/trieme to frigate and get them into position. Gandhi can be build galleons. If we leave our galleys unprotected we could face a disaster. By my estimation we would be in position to lunch our initial assault on T+6 at the earliest with another group ready to leave a few turns later. As we have far more units than we an transport at once we do have the spare time to finish Churchill off. We also really need to take Nottingham (his last city to fall) if we don't want London to be permenantly crippled.

No whip of settler in Orleans? (switch to settler and whip it next turn-- you were concerned about this I thought with the plan to build more executives in Kamchatka) And since you plan to spread Sushi here pretty soon, why not whip out that settler?
The plan is to whip the Confunican missionary here. Karmarch can build 3 settlers in 5 turns which should be quick enough.
However unless we can get him pleased it is highly likely he will declare on us. If he does, does it still make sense to keep him around?
