Okay. Do you see any cities that won’t handbuild observatories instead of whipping? What is the beaker cost of that? Everywhere else build by hand?
We can slow build Observatories everywhere except Silver City.
If we try to slowly build Observatory and then slowly build Heroic Epic, we won't get our fail gold until the very end of the game which is too late to spend it all.
Canal is also questionable.

A blazing UN in 15 turns can line up with an empire doing 32760/22 = 1489

per turn.
If we do more beakers per turn than that after Mass Media, it doesn't help because UN construction speed is the bottleneck.
