Right, if he's offering 15 ,then he will finish researching it next turn. We want to get credit for 1/20 techs.
Similarly, We should check each turn (tedious, I know) if Peter will only pay some of his gold for Mono. If he's researching it we might as well give it to him so he can do something else for us

When we bribe an AI to change civics or religions, there is 1 turn of Anarchy yes.
So there should have been more gold than normal for trade on T102 for Peter.
We will see it again when Peter changes to Tao on T104.
Only spies flipping civic/religion causes no Anarchy.
So now we know Peter researched Alpha from T94 was it? to T101.

The exploration galley near Moscow and missionary will meet in the west coast of copper island at T109. T114 is when the galley moves to 1SE Rostov.
