Actually, I think it's absolutely more cost effective to steal techs -- the price of Refining is 3333gp, whereas a careful steal is 1939gp. We have exactly 100 scientists (giving us 379bpt), so if we switched them to taxmen we'd be making 286gpt, which is a steal in 7 turns, compared to researching in 9 turns.
However, we've already invested a turn into researching refining, so I leave it on. But we might want to turn it off after this. I put sci down to 0%, giving us 300bpt and 86gpt, so we have money in the kitty for planting spies and sabatoging stuff.

It's no use; if we turn all our scientists into taxmen, we could only earn 3000gp in the next 11 turns, just not enough. It's all over.

I stop here, since I'm getting tired, just in case any of you guys can think of something, but I don't seen any way we can raise over 5000gp for the immediate sabatoge, and even if we could we would have killed our research... (Two turns ago the sabatoge was 4400gp, and now it's 4700gp...)
