    Apparently, to satisfy the rules of our constitution, we must vote before we can declare war. A simple majority of active citizens should be adequate. I added abstention as an option.

    Edit: if I screwed this up, I'm sorry, I made votes public. I also voted to go to war, our census is so low that all votes are needed.
