On the issue of Sweden the occupiers are having great troubles with daily riots and demonstations against their rule. The entire countryside seethes with rebellion against the military occupation.
Matters were made worse when leaders of the Swedish underground made contact with US bases in Reyjavik alerting the USA to the situation in Sweden.

-The following territories will be annexed by Finland to ensure there is stability on our borders and fighting does not spill over into our lands.
-The current territories held by Finland will be given the choice to remain under our control or be given independence.
-The elections will be held by the major territories of Sweden to determine which parts want independence or to be part of Greater Finland.
-If they choose independence we will give them independence. A fair election will be held with foriegn observers from Germany, Japan, USA and Finland. We invite Japan as a neutral third party in the issue.
-Finland asks that Germany follow similar guidlines in their occupied territories to ensure all of Finland is fairly represented.

We are moving towards peace knowing we are only adding to tensions. We believe it is our responsibility as a civilized nation to defuse these tensions to bring the world farther from nuclear war. Once stability has been established we will consider returning all of Sweden's formal territory.

In its place, however, we declare the formation of the Rome Accord- a pact dedicated to the freedom and presevrement of its members, aimed at preventing the agression of larger states against the small peoples of the world.
Any member of the previous Meditterean pact may consider theirselves already a member of this just orginaztion, through they may choice to leave it if they wish. In addition we declare that Iran and Saudi Arabia are welcomed into the pact from prive dealings and that the Islamic Republic's request is accepted.
Finally we declare that the Islamic Republic is a soverign nation, one ruling with the consent of the will of its people. Note that any attempt to subdue it or enslave it once more will be met with the same force other pacts so swearingly refer by, provided by the purpose of the Rome Accord.
