Yeah. That would be better balance game-wise, and better thematically - given that negative happiness equals dissent and riots, and there's one ideology particularly good at trying to suppress that.

Rethinking it, Communism is the only ideology that seeks to fully erase, rather than repurpose, culture. Communism is also better at popular solidarity and more likely to avoid dissent, right?
If you think of it as there are six qualities: happiness, combat, production, gold, culture and science - each ideology is the only ideology good at one of them, and the only ideology bad at one of them.
Fascism: good Science, bad Production. (wunderwaffen vs hordes)
Communism: good Happiness, bad Culture. (solidarity by erasing differences)
Democracy: good Gold, bad Combat. (freedom brings wealth, but people have more to lose in dying and less will to fight)
