We obviously don't want any civ we are in a war with to get flight. Thus, selling it to anyone is risky as they will surely sell it to everyone else if we don't.
I say don't sell and keep an eye out for other civs getting it (i.e. check every turn). Once someone gets it, sell it to everyone else before they do.
If this poll passes, however, I would urge the military leader to build fighters and protect our borderline cities.
We either sell it to everyone we can all at once, or not at all. If we sell it to one civ, eventually everyone will have it. We must weigh the immediate gold advantage against the loss of military advantage
Everyone will have it eventually whether we sell it or not. We've made lots of gold selling techs ever since we sold medicine way back in the old days. Let's sell to everyone!
