Setting
The World of 2005:

First of all, some minor but interesting notes. First space satellite was launched by Russia on April 1st 1984 (oddly, nobody seemed to believe that...). First man in space was an Indian, Indir Petal, on Janaury 11th 1993. A game series rather similar to Civilization did recently appear, it is called "Statecraft". An alternate history forum (note that by 2005, large parts of the internet's "WWW" (as it would've been called in OUR world) were monopolized under an international internet corparation, leaving only minor state internet in most countries) later gave birth to a forum game known as "WoD, or World of Difference", which is not too different from a NES.

Now to the geopolitical situation:

There are seven nations in North America: Confederacy of Canada, Republic of Quebec, Republic of Newfoundland, United States of America, Federal Republic of Mexico, United States of Central America and Haitian Confederation. All those nations are members of the North American Treaty Organization (NATO) and the Free Trade Zone that goes along with it. All of those nations have multi-party democracy and are, for the most part, currently dominated by Social Democratic parties of varying degrees of power.

There are seven nations in South America: Venezuelan Republic, United States of Peru, United States of Bolivia, Republic of Paraguay, People's Republic of Chile, People's Republic of Argentina and Brazilian Federation. Apart from the People's Republics, the South American nations are members of the South American Free Trade Zone. The People's Republics are members of the Socialist Republican Alliance (SRA) together with People's Republic of Iberia and People's Republic of (East) Timbuktu. Venezuela is a presidential dictatorship, as is Paraguay. PRC and PRA are monoparty limited democracies politics-wise but are socialist economy-wise. Other nations are largely rightist multi-party democracies.

There are nineteen nations in Europe: Irish Republic, United Kingdom of Great Britain, French Sixth Republic, People's Republic of Iberia, Kingdom of Netherlands, Kingdom of Belgium, Kingdom of Norway, Kingdom of Sweden, Kingdom of Denmark, German Federation, Swiss Confederation, Italian Republic, Polish Republic, Federation of Czechia-Slovakia, Confederated Hungarian Empire, Romanian Republic, Yugoslav Confederation, Kingdom of Greece, Russian Democratic Empire. Russia, Poland and Czechia-Slovakia are members of the Pan-Slavic Organization. Denmark, Germany, Netherlands and Belgium are members of the Hannover Pact (free trade, open borders). Most monarchies within Europe ("Kingdom of"s and Hungary) are very limited parliamentarian monarchies, often with Social-Democratic/Liberal majorities (exception is Conservative-dominated Greece). Russia is an Emperor-less Empire, with a regent elected for life but with very limited powers (somehow stronger then the British monarch, but not significantly so). France is one of the most leftist nations in Europe, not counting Iberia which is a monoparty limited democracy and actually is more of a dictatorship (and, of course, socialist). The most rightist state in Europe is either Greece, either Italy. Yugoslav Confederation is rather loose, with freedom of religion AND with autonomous religious-ethnic non-Yugoslav provinces (Albania and West Bosnia). There are strong separatist groups in: Ulster, Corsica, Slovakia, Austria, Transylvania, Finland and Lithuania, the first one and the latter two being the most violent ones.

There are fifteen nations in Africa: Federation of Maghrib, Egyptian Islamic Republic, Fulani Republic, (West) Timbuktu Republic, People's Republic of (East) Timbuktu, Federation of Chad, Greater Liberian Republic, Kingdom of Gold Coast, Nigerian Federation, Congolese Democratic Republic, Rhodesian Commonwealth, South African Republic, Tanzanian Imperial Republic, Republic of Madagascar and Empire of Abyssinia. Only Maghrib, Egypt and Rhodesia out of these are real republics. Ethiopia and Gold Coast are parliamentary monarchies, but their parliaments don't have as much power as their European counterparts. Africa is currently stabilizing after the 1990 Revolutions, but it is still filled with economic, social and health problems (that are not as bad as in OTL, though). Egypt, Maghrib, Fulan and West Timbuktu are members of the Tunisian Pact. Angola is an autonomous province of South Africa (currently still ran by white supremacists). Rhodesia is a loose federation with recent establishment of racial equality.

There are five nations in West Asia (Middle East): Turkish Republic, Kurdistani Republic, United Islamic Republic (Syria, Lebanon, Iraq), Secular Federation of Judea-Palestine and Arabic Confederation. All those are actual republics, though Kurdistan has only recently became such. SFJP is a bi-lingual, bi-religious Arabic-Jewish state. There is talk of uniting UIR, SFJP and AC into one nation, but thus far the supporters of that idea only managed to get them to create a free-trade zone (which is actually quite an achievement...). Kurdistan is largely xenophobic (don't go there, Xen. ), while in Turkey there is a fairly large amount of nationalist activists who want to unify Anatolia under Turkey.

There are four nations in Mainland East Asia (Far East): Indian Commonwealth, Greater Chinese Republic, Korean Republic and Indochinese Federation. All those are democracies of varying degrees and regional autonomy (China, apart from Manchuria, is very centralized, while Indochina is quite decentralized). Indian-Indochina border is currently the most heavily fortified and explosive border in the world, despite the truce that ended the Second Siamese War in 1973. There is also much tension between GCR and Russia, while Pakistanis occasionally rebel in India. However, all-in-all this is a rapidly developing and prospering region.

There are four nations in Maritime East Asia (Australasian and Japan): Japanese Empire, United States of Philippines, Kingdom of Sabah and Australasian Federation. Sabah is one of the last absolute monarchies in the world. Japan is much like in OTL, but with a larger army/navy. Australasian Federation is a federation of Australia, New Zeeland and East New Guinea and is the best example of successful "integrationalism".

USA, Netherlands and Russia are the world's last colonial powers, but Netherlands is currently beginning the process of evacuating Indonesia due to bursts of terrorist activity.

The Russian Senate is bitterly polarized between liberals and conservatives/nationalists, with the former granting more ethnic autonomy, or even independance, to the Baltic States, Finland and some Asian territories, and the later saying that this undermines the Russian power and allows opportunistic powers to expand into those territories, hint-hint China.

USA is also polarized, between isolationists and "peace-keepers". The former of what happened to France often reminds the latter.

Players, stories, orders, countries, NPCs, updates, map.

Players - no limit. Anybody can join.

Stories - not necessary, but very encouraged. Good story-writers would get bonuses based on their stories. In the immortal words of stalin006, “storywriters get random events!”. Or something like that.

Orders - orders in a list. Please, not only stat-based and military orders - I encourage innovative solutions of various problems, like attaching AT mines to dogs, removing swamps and rainforests in massive programs, making government reforms and many other such. Please be detailed do not give vauge orders. PM required.

Countries - pick a NPC, create your own (tell me where and tell me some details - ruler, brief history, culture - and I will give you the stats) or start a rebellion or demand for independence. Note that these are not bound to succeed. If your country is in dire straits, you can switch country or flee and establish a “government in exile” and lead the resistance movement. Also, please read your nation background, and don’t act uncharacteristically for it.

If two or more players claim one nation and all of them really want it, they are encouraged to start a civil war and try to outrule the other player’s ruler.

NPCs - lol, considering they’re NPC, I will play them, kinda. Same as the NPCs in all other NESes of late – but don’t expect them to roll over just because they’re NPC. As I’m the one playing them – fear them (almost) as much as PCs!

Updates – I will, set a date and deadline for orders and stuff so I can update.

Map - I will use Jason’s - much as I would like to use NK’s modification, but I’m too lazy to draw the map again. Anyone is welcome to do that, though. I will put in cities (black circles), fortifications (line of black squares) and dissent areas (white area within nations). Some might want to know that a large light gray circle means a nuke. I know nothing about maps so help is requuired.

Government
Your nation needs a system by which is manages its people. This is your Government. You can have different types of Governments, and can invent your own (For Example, Monarchy Communism), but keep it realistic, please. They all have their advantages and disadvantage, and switching between them carries its risks/benefits. Please think it over when you swtich between Giovernment types, as it will have an effect, sometime irreversible.

Example types of Government:
Fundamentalism, Fascist Dictatorship, Communism, Democratic Communism, Totalitarian Communism, Monarchial Communism, Multiparty Democracy, Theocracy, Monarchy, Constitutional Monarchy, Parliamentary Monarchy, 2-Party Democracy, DemoFascism, FundoSocialism.

Different types of Governments, obviously, have different ways of doing things. Also, depending on your type of Government, companies might be more or less inclined to invest in your nation, and your citizens mood will be affected. Also, for some kinda of Governments, your action can be overuled by your Senate, or Parliament, or whatever you call your Legislative Representiative Body. Below is a brief run-down of various Government-tuypes, and how they work in this NES.

Democracy: This is what many consider the best type of Governemnt. It is transparent, iot is fairly effecient, and it truly represents the people. As we all know, this is the Government where the people choose their leaders. Most nations are democratic. You are generally in charge of things, you control the agenda, hows you spend the eco, to a certain extent. As with all Governments, the Congress or Parliament or Congress must pass your initiative into law. Same with this NES. Now, usually your Government goes along with you. Want to increase the military? Sure. Want to spend on industry? Sure. However, for decisions which are controversial, such as supporting a Fascist regime, , or invading another country, you must get your Parliament or Congress (me) to approve of the measure. If they don't, then the matter dies. If you commit irrational decisions, as I, and thus your Congress or parliament sees fit, then they can overrule you. I will rarely overrule your actions, unless it is totally irrational. Irrational decisions include changing your nation's name to something weird, or randomly joining a nation. Democracy comes in different forms. They range from Mutliparty Democracy to 2 Party Democracy to DemoCommunism to DemoFascist. They are all fairly self explanatory.

Fascism - In this system of Government, you have total control. You usually are kept in power by your Military, or Secret Police, like Hitler. Sometimes, your people hate you, but they are forced to be under your rule anyway. Other times, people love you, and flock to your side. Either way, you have total control. usually your population cannot and will not rebel, unless incited to, or aided by a foreign nation. If your Police or Military joins the people in rebelling, then you have usually done something very stupid, and, well, it's game overl. Gednerally, not many nations are Fascist. Fascism also uses heavy propaganda, which is usually effective.

Communism - We all know what Communism is. Game-wise, it works a bit like Fascism. You can be a severe Stalinist regime, or a more Liberal regime, verging on DemoCommunism. Your people generally won't like the propaganda and such, and you might need to rely on the military to keep you in power. Your people will generally not revolt unless you do something really stupid.
Fundamentalism - This is a very Religious Government type. The religion varies, but generally this is in a nation with its population being a large majority of one religion or another. One Supreme Leader, usually chosen by God, or so they think, is in control. Generally, the people are very supportive of the regime, unless you do stupid things. Your people can rebel, but it is rare. Religious Fervor keeps you in power.

Changing Government types is generally an unstable and difficult affair. It takes skill to do so, and will cause upheavel. Do so only when abolustely necessary.


Technology Level

Will use the age system. It is the same as in other NESes of other people, ofcourse the ages are not identical. You can always try to invent something that was invented later in OTL, or you can, if giving me a good reason why this should work within your current technocapabilities, invent something which was never invented. This begins in the Late Modern Age, and I know this isn’t completely realistic, but I am quite sure some players will get into the next age absurdly quickly.

Early Modern Age: early tanks, early planes, machine guns, armored trains, heavy non-rocket artillery, grandships, U-boats, poison gas, outemperors.
Middle Modern Age: advanced tanks, advanced planes, mechanized infantry, rocket artillery, primitive nukes, space satellites, total wars, professional genocides and ruler impersonators. And whatever you people think off by then.
Late Modern Age: guided missiles, stealth planes, early robots, modern armor, ICBMs, advanced space programs, night-vision, Internet, NESes. See above.

Military

That will, as of now, consist of army, navy and air wings. These will be number-based as it gives more versatility. These will be represented in divisions, ships and air wings respectively. In the future you can get

What will you have in it? Anything that is allowed by your tech. level! Infantry, cavalry, artillery, engineers - you name it. Each “stat-growth” will increase any part of military by 5.

Using advanced tactics and strategy is advised. If you just order “attack enemy on the border with 10 divisions”, I will think that you order me to launch a mere charge at the enemy. That might work, but rarely.

Mercenaries - if you pay 2 economy points, you will get 5 divisions of well-trained fighting men. They will be separated from your own battalions in the stats, and will leave after two turns, unless you pay them economy point. Yes, they are expensive, but they are quite worth the price. Btw, you can also hire “mercenary” ships that can also act as privateers.

Mobilization-Rather like Mobilization in all other Games. You can only spend your eco on military units and troops, but you get more of them. This is basically for going to war, and you get a bonus eco every turns while in mobilization. Like Conscription, this is not popular, and will lead to trouble if it goes on too far. Note that this and Martial Law are different.

Conscription-If you want, you can conscript your citizens into your army. Not that these conscripts will not be very well trained, basically just regular people in uniforms and with guns, and will be easily killled, and will run away if the going gets too tough. But, if you need troops, then, well, good cheap source. This will be VERY unpopular, and, if, you conscript too much, and for too long, your people get unhappy, your stability goes down, and you get civil unrest. Not that good Stories might help with that. Volunteers are like Conscripts, but they volunteered. They are still poorly trained, but very eger to defend against whomever is attacking, etc. Their morale, and spirit is higher then conscripts.
 
Economy

This is a measure of how good your nation’s economy is doing. Each turn, you have “eco” to spend, which represent a portion of your budget. Note that you automatically spend enough to sustain whatever infrastructure, etc. you have in place. Consider the eco that you spend to be additional. Everything is sustained by your budget, although I reserve the right to make nasty random events occur, or positive ones, which will randomly change things, but never too drastically. In order to advance to the next eco level, you must invest your eco/turn+1 into your economy. There is no maximum eco level. You may invest as much into your economy as you like per turn.

Example:
Your economy is at level 1. You must invest 2 eco to boost your eco/turn to 2. You do not need to invest the eco required to boost your eco/turn to the next level immediately. You can invest over time.

In ones economic stats, one will now see that some people have stats that look like this:

Economy: XXXX (A/B/C/D). This is interpreted as follows:

XXXX - Verbal Description of your Economy
A - Eco required to raise economy to next level (B+1)
B - Eco you spend/turn (Don't forget Bonus eco, etc.)
C - Eco that you have banked, and can spend anytime.
D - Eco that you owe other people, your Debt. Note that this goes up over time, due to Interest.

So, the above person has A invested to increase their economy, they can spend B in one turn, and they have C banked, which means that they spend that C eco anytime they like. Furthermore, they owe D to other countries. If you have any questions about this vital part of this NES, just ask me.

Investors

Investors are the people, groups, etc that make your nation run. These are the companies, individuals, anybody that invests anything into your economy. Generally, your citizens will be happy, and content to invest their money into banks, work at their factories, and buy groceries. as long as they have the right conditions. Those conditions are stability, and good economic planning by your Government. Generally, Joe Average is content to live a nice, happy, boring life, with his 2.2 Kids, his Wife, House, Car, etc. He doesn't like war, instability, prolonged political upheavel, or other nasty events. Joe Average forms the backbone, the base of your economy.

The Foreign investors, on the other hand, are really what makes things tick. They have the money to invest literally anywhere they want. These are the major corperations, the major banks. These are the high-tech companies, the science companies, the real money-makers. They also like stability. They want to set up shop in a nation that is friendly to their companies, that wants them to be there. They like being in one place for a long time, but, if the conditions are not right, they will pick up and move somewhere else - taking their jobs, and the subsequent bonus to your economy with them to some other nation. They don't mind a war abroad. if you aer fighting somewhere else, generally, they don't care, but they, mostly, do not like a domestic war. Except for the Arms companies, they hate wars. They also don't like stability, and political upheavel. They are quick to leave, and hard to entice. Good economic conditions must be present as well. They need encouragements to come to your nation, but not all out and out bribes. Massive bribes to Foreign investors is also not very appealing to your citizens.

For Communist Nations, this system starts to break down. Foreign investors are willing to form partnerships with the Government, so long as they are long-term, and under the right conditions, but they are not so eager to invest, as a general rule, into Communist nations.

Trade:

It is assumed that all nations automatically trade some goods with one another. A Trade Route is an agreement to open up your markets to that other nation, like a Free Trade Agreement. It will cost 5 eco to start one with a nation, and will give both nations 1 eco/turn. You may cancel Trade Routes with other nations at any time, but there will be consequences. You must be reasonable when selecting nations to trade with. Iceland cannot establish a special trade route with Mongolia, for instance. It must be reasonable, but can be across oceans. I will determine what is and what is not reasonable. You can only have 4 Trade Routes at a time, unless you are a Democracy, in which case you are allowed 5.

Education

This is just how your people are... educated, I guess. Obvious enough. With a good education, you have better chances of receiving a “miraculous invention”. It also affects just how advanced are your weapons, and thus the success of your army in a battlefield.

Once someone reaches Enlightenment education, he becomes able to randomly to get the next age at any following turn. When he does, he loses two education levels.

Culture

This is how culturally strong, patriotic and unified your nation is. A nation with a strong culture is less likely to fall into a civil war, and it’s people would resist most invaders and otherwise help their government. This also influences army morale. A weak culture is unlikely to be as resistant to outside threats, there are often rebellions and defections. The higher your culture is, the higher are the chances of assimilating less militant minorities.

Confidence

People can be fiercely unified and patriotic, but they will not necessarily like their ruler - in fact, a strongly cultured nation with little confidence in its leaders can, in its cultural unity, lynch the rulers and fire their remains from cannons. Into the huge pot filled with boiled sharks. Not that the rulers will care by then... You can grow confidence by economy (propaganda), but wouldn’t it be easier to write a speech or persuade the people that you are the leader they need?

Projects

Local equivalent of wonders (that name is inappropriate in most NESes, as these are often modernization programs, national revival and other PROJECTS, not just huge and magnificent buildings). You tell me what it does, I tell you how long do you build it. You don’t have to mention it is being worked on every turn.

Intelligence

Many people here already are using that, and I think that those who didn't learn how to use it should be told now, anyway. You can always PM me and ask me for intellegence information - like rebel groups, military positions, etc. However, the information you receive might - not be received at all, received not fully, be unaccurate, be downright lies. In your orders, you can order to spend more eco. points into counterintellegence/disinformation, which decreases the chances of your enemy's success in espionage.

Complaining to the Mod

If you have complaints to the mod, walk out of the door, find the first huge angry drunkard that you see and tell him that he’s stupid.

Other then that, ofcourse, you can complain to the mod about his mistakes. The mod will listen. Whether or not he will do something about it is unknown even to me.

Nation Background

Some may think I stole this from EQ, but I got that an idea once, long, long ago. I know noone is likely to believe that, lol...

To better fit in as the ruler of your country, you will have a brief history of each country. It will change as the NES goes, TIME TO TIME - after the end of a major era, such as the beginning/end of a world war, rise/fall of an empire, and other such.

Alliances and Organizations:

You can form any alliance or organization that you want. I will post it, and the nations in it, and a brief description in one if these posts. Simply PM me the desired agreement, nations joined, and the description, and I will post that. If you want NPC nations to join, you must ask me.

Nation Background: Indochina's history is very odd - it was a French colony, but was granted independance in 1944, long before TYW. The young nation was before too long embroiled in a lengthy on-and-off war with India, the Siamese War(s, some say) (1959-1973), and the Indian-Indochinese border is still a heavily unstabled mess of bunkers and artillery positions. Indochina is at good terms with China.
