We will not allow you have your own ports on or your own link to the Indian Ocean, but we will allow your merchants free access to it as long as you do not spread your religion here, and we initiate trade.

As for the Caspian Sea, we have no quarrel with you having a coastline on it, as long as you do not attack us and do not raise a navy in said sea. Let us trade and prosper.

We will not build an aggressive force on the Caspian Sea. We do plan to extensivly develop fishing platforms however. My people are hungry and they need to be fed. I hope we can stabilize along our current borders.

Fishing fleets and platforms are more than acceptable, as long as they carry no weapons, ferry no troops, and have no military function.

To solidify agreements, and to solve potential problems in the future, we drafted up this treaty. We hope you accept.

Treaty of Tbilisi

1.) The Abbasid Caliphate and the Kingdom of the Khazars will agree to keep their current borders along the western coast of the Caspian Sea. They will also agree to borders on the western coast of the sea, and the borders on the Azov Sea.

2.) Khazar merchants are allowed access to the Indian Ocean under the conditions that they
a.) Use Abbasid port facilities, roads, etc.
b.) Do not keep a land link or any territory on the Indian Ocean.
c.) Do not push religion, culture or any beliefs upon the Abbasid citizenry or anybody in the region.

3.) The Abbasid Caliphate and the Kingdom of the Khazars will agree to commence trade to improve relations, and to benefit financially from such cooperation.

4.) The Abbasid Caliphate and the Kingdom of the Khazars will agree to a NAP lasting 20 years (10 turns) as a gesture of good faith and respect to each other. This NAP can be renewed 5 years before it's expiration, during its expiration, or anytime in between.

@Skizzik: Can my capital be put in RL Baghdad. This means it should be further south. Map is below (Baghdad is the red dot).

Look at your position on a map. We don't think it is wise for a nation of the north to have direct access to the southern sea, like we think it is not wise for us to have access to the northern sea. We are fine with your merchants being there, but such direct access could be used against us or used to forcibly convert our peoples. That is why we offer to let you use our facilities...and if you accept, we will have reason to build I highway between our Indian Ocean ports and our border in the Caucuses.

Do you need your own facilities to accomplish this? We can set aside portions of ports for you to use, but it would still be under our governance. We might even be willing to sell a port to you, but this would come at a steep price. If you choose to buy a port, you would still have to traverse through our lands to get them to your lands effectively, since you having a land link will mean a lack of continuity in the Caliphate, which we intend to have.

If you can get there, go ahead..though we doubt you will though. That's a lot of open land to cross. However, we must emphasis that the territory we gain in our eastward expansion will be continuous with our homelands.
