From all that I am reading, having these $$$ DirectX 11 cards might slightly look nicer, but turn times remain the same, and other graphic bugs (gray tiles, etc) still occur?
 
Actually people found a small but significant benefit for the turn times if running at low settings or the strategic map. There might be a remote possibility that a GTX 4xx will help a little bit, too. But I certainly wouldn't advise anyone to buy one for that reason. Might actually make things worse by deverting more CPU time to the rendering engine ;)

Though a GTX4xx will probably be one of the cards with the lowest probabilty for graphics glitches, but still no guarantees :)
 
Turn changes are CPU and RAM intensive rather than GPU intensive, though a high end graphics card would help lessen the load, but you don't need to rush out and shell out the $400s or however much they are.
 
They need to start patching this game up now. Unlike many threasd, I am actually enjoying it--until the moder ages on huge maps when the bugs are aplenty and the waiting is forever.
