Gradual loss of previously adopted social policies in Make <Your Civ> Great Again sounds more like Civ 5 to me ;)
 
Would be a nice new idea for Civ to be able to push bad great people on other civs.

Great Populist: +1 happiness in your 5 unhappiest cities, -15 relationship with three random civs.
Great Chickenhawk: Declare war on a random civ, -25% war weariness, +100% unit maintenance for 20 turns.
Great Deregulator: -25% on all maintenance, +5 health and happiness in every city.
Great Deficit Hawk: + 10% income, can't buy units or buildings with gold, can't build wonders.
Great Patent Troll: Gain a free technology, unable to use anything that tech unlocks for 50 turns.

Might as well use the same Great Persons only they would give those bad "benefits" when used inside other Civ's borders. That and we would need to figure out a way to protect from them like give spies a mission with % chance to assasinate them when sharing the same tile (greater % when inside spy's parent Civ border and lower % when trying to assasinate on foreign land ;) )
 
I was thinking of a mix between Civ 4 and Civ 6 mechanics. The only thing consistent about the Civ version in this thread is that we seem to have already forgotten about 5.
 
I mean it's not that weird.

I'm biased, but if I was mining ideas for civ sequels, I'd be reading the off topics of its forums.
