So, what to do when a mod won't install from the workshop?

I really wanna have Civ IV Tech Quotes mod from the workshop but it just won't install. Same with few other mods (notably Teddyk's civs).

Restarted game multiple times, reinstalled it for different purpose in the meanwhile, cleared cache, resubscribed, sit few minutes on mod list in-game, nothing. No file on my computer despite subscribing it.

What can I do?

Alternatively: can somebody post this mod here for me to download?...

You could go to Steamworkshopdownloader.com, place the url of the mod you want to download in the box, click download, and then you're done!
