I thought I'd share what I've been using for diplomacy music for some of the Civilizations and Leaders in my own mod with the community.

Contains:

Sparta(Early, Middle and Late)

Zapotec(Early and Late)
Toltec(Early and Late)
Xerxes(Early, Middle and Late)
Ramuh(Early and Late)

as well as afew single tracts that aren't part of a greater set.
