Okay... these are the things going on in my current game

1. Wondering or not whether to bother with cutting down those jungles. See screenshot here:
Spoiler :

2. The french have suddenly started to grow very large. I can`t stop them either because my army is currently a bit... nonexistant. And i`m busy building marketplaces. Also I`m hesitant to declare the war because my reputation (which i have been giving all my loving care) would suffer.
3. Happiness decifit. My happiness has been lower than 0 ever since i puppeted one of Siam`s cities. After that i have only expanded 1 city and have been building nothing but colosseums. If i don`t fix this soon i won`t be able to match Napoleon.

So in short, should i cut the jungles, go to war with Napoleon or build cities and how would i keep my happiness above 0?

Oh, and here`s a savegame.

What's so good about keeping Jungles around??

Universities add +2 science to Jungle tiles.

I'd say keep them. It looks like space victory seems to be your only true option to win because of both the enormous size of the world and the amount of cities you have limiting domination, cultural, and diplomatic victories. So, being the first to research up all the techs you need for the Apollo Program is key. Which means, run lots of specialists and build universities and work all those jungle tiles!

What difficulty is this on?

This is on Deity difficulty.

You should also know that i have all victory options aside from Domination disabled so that the game wouldn`t end preemptively. I`d really hate it if i just got into the game and then some AI pulls off a cultural or a space victory.

On the high difficulty levels, it is crucial to maintain at least a moderate military, and to regularly declare war on anyone who is in the lead and destroy their army, and stop their lead being insurmountable. If France is getting big, go to war with them asap to thin out their numbers and stop them from conquering everyone else. Conquer a few cities, and if you don't want them yourself, sell/gift them to whoever is weak.

If you're trying to play on Deity without a decent military, you will lose.
