GM Notes to Players

Some things escaped my notice in the orders sent/posted. I apologize and gave out some bonuses to make up for the mistake. Even if you’re not listed here, try looking it over so you don’t run into the same issue in the future.

Ailehood: You can’t build an army base and an army on it on the same time. One comes first, then the other can come next turn. I gave you a free 3 IPC this turn on top of the army I didn’t build.

Nintz: I have no idea how I missed it, but you spent IPC from MacroIPC. MacroIPC is there for me. Players spend from the blue table on the far left. That was my bad. As such, you only had 27 IPC to spend this turn. What I did was upgrade your Major Industrial Complex and bought the Transport Upgrade and, because of the gigantic mess-up on my part for not seeing it sooner, a free MiC and 8 IPC.

In America, the Mormons and Zacatecans continue massive economic build-ups.

In Africa, Chad is making itself master over West and North Africa, with expansion into the Congo forthcoming.

In the Middle East, Iraq is reaching out and touching Persia, Arabia, Lebanon, and Asia Minor. This puts Iraq into Europe and, in the east, close to the Tibetans.

In Europe, Catalonia instigated another economic build-up, as did Greece. The Romans have upgraded their armies to become the military might in the region while Livonia continues to expand into the Balkans, Western Europe, and Southern Europe. Importantly, Ar-Ruma’s army modernization has increased its move speed. With equal move speeds, the Livonian can not pull off the Double Tap that succeeded in Prussia.

In India and Asia, Tibet has lolwtfstomped Bombay into the dust, leaving a weak force in Mysore. Ceylon built an airbase and a minor complex.

Meanwhile, in the Pacific, New Zealand is undergoing an economic build-up side-by-side with naval modernization.

It is now April, 1939.

The Stats Page has been readjusted. The Costs Sheet should now tell you how much it costs to build a new army, air wing, or fleet as well as the attack, defense, and movement of each. MP cost and ARC/AC/NC cost are the same.

Bank the 2 spare IPC.

Order the troops in San Paolo to invade and conquer Minas Gerias.

Set the army in Mato Grosso to commence the invastion and conquest of Grao-Para.

The army in Atacama will be set to take over Bolivia.

For balance purposes, I'm getting rid of the Livonian Double Tap. Originally, the idea was that a two move army would be able to attack twice, but I'm starting to realize this is imbalance towards slow armies.

The double move is there to move twice on the strategic map. So, if you attack an adjacent territory with overwhelming force anyway, you can still go another province. That part hasn't changed.
 
To be fair you didn't really prepare very well...

To be fair this IS my first IOT (Not counting MP2, which is 2 turns in), and I haven't even played Risk. But, what's done is done. You did beat me fairly. (Maybe... :p)
 
Rule question: would a upgrade be deployed in the turn the upgrade is made or does one has to wait for the next turn before its effects are enforced? Just considering for the next round.
