Sure can, brother.
The "no claiming" rule only applies when at war with a foreign power. Rebels are just disgruntled hippies, so I don't think they count.

Sent other 10 armies to greece in order to have 35 armies and then attack persia until their borders will go back to iran. After that give minor asia and caucasus to greece and the rest territories make them indepedent NPC's countries.

As eager as the secular Kingdom of Tibet is to spread the word of the Flying Spaghetti Monster to France, it is a peaceful nation by principle, and politely asks the French to reconsider:
If we, the dumb eastern Barbarians, can understand exactly what this means, then surely the advanced French can also comprehend exactly what 50 armies being free to march against them will mean.
As a note - Tibet and Gangia have no ill will against the Greeks, as the Greeks merely wish to reclaim land they lost to Persian aggression. We have supported Persia more or less out of fear of what their collapse could mean for Asia.
However, France can by no means be supported, as it has openly declared its desire to transform the Middle East into a network of satellite states. Every army they send into Asia, henceforth, will be sent back to Paris in caskets.

Stop the embargo and i will stop the war. And france wants to create indepedent nations in the Middle east to free the people there from persian slavery.
