Pope Paul IV has declared that first order of business shall be the transfer of the protection His Holiness to the Kingdom of Sicily (and therefore a transfer of Rome to Sicily) and orders Northern Italy to end her wars in Europe.

As such, we hereby excommunicate the entire bureaucracy of the Antipapal State, as well as all her nobles, and merchants, until such time the Bishop of Rome's request is granted.

Until such time, Pope Paul IV's coronation shall be carried out in Messania until such time a proper one can be held in Rome.

As Pope Paul IV has decreed one thing, yet his orders have yet to be heeded, we are left no choice but to see the continued resistance by the secular authorities of Northern Italy to admit the Pope into Rome as nothing but a political act, and political acts are for political authorities.

Should said authorities of Northern Italy wish for the excommunication to be lifted, they shall cease their harrying of the Pope's action and admit him into the city under the protection he has requested.

The dying Julius III however revokes that excommunication in line with the papal prerogative so that the conclave could avoid schism, this results in Paul IV being elected by the cardinals after presumably some heated debate. Then the King of Sicily makes absurd demands, the now actual Pope being in his realm, which result in a series of shady arrangements coming to fruition which result in the bringing of Sicily under papal rule.

Ergo, clearly there was communication between Paul and Julius to undercut the plans of the Sicilian king OR the whole episode was pre-planned to begin with. More likely the former I would guess.
