I'm not sure if there's more to this, but I feel like it's a potential bug. I finished the apollo program after a computer civ finished the program first. But when I tried to build the parts, the options weren't available in the wonder list. Could this be a bug? If it is, what's the problem? (I had my civ 5 updated recently)

It's probable that you had science victory unchecked without realizing it. The options are often times weird like that.

You could also already have won by another way... diplomatic and culture victories are actually quite stupid in bnw and you might have achieved them with neither particularly going for it and without any signs it was really going to happen (there is a notification sometimes, but how does that not get lost on a large/huge map where you get 40 of them every other turn?).

Another possibility is that you are not looking in the correct location. Spaceship parts appear in the list of units to be built, not wonders to be built.

I saw the list, but it wasn't there either. There were only options for ships, vehicles, infantry, workers and settlers; but still no space parts.

Nope, the science victory marker was checked. The only victories I didn't check was Cultural and time.

The Apollo Program appears before any of the parts are unlocked. Is it possible you haven't researched the techs for the parts yet?
