Speculation about future DLCs

Since Civ 6 will be released soon, I think it is time to speculate on what DLCs Firaxis will release soon or next year. I doubt an expansion will be released in 2017. Instead, we will get DLCs, like what happened with Civ 5. Will we get more alternate leaders or more new Civs?

Based on the city-states in the game, these civs will probably not become DLCs: They may be placed in expansions starting in 2018.
Afghanistan
Argentina
Armenia
Ashanti
Belgium
Bulgaria
Canada
Carthage
Hittites
Indonesia
Israel
Korea
Lithuania
Netherlands
Portugal
Olmecs
Sri Lanka
Sweden
Switzerland

Based on the lack of being represented by city-states in-game, these Civs have a better chance of becoming DLCs:
Assyria
Austria
Babylon
Byzantium
Celts
Denmark
Ethiopia
Inca
Maya
Mongolia
Morocco
a Northern Native American civ, doesn't have to be the Iroquois
Ottomans
Persia
Poland (this one is already sort of confirmed)
Polynesia
Saharan Empire civ, most likely the Mali empire
Southeast Asian civ, doesn't have to be Siam, Khmers, Myanmar and Vietnam are possible too
Venice (or just an Italian based civ in general)
Zulus


It's an awfully long list, so I don't think all will become DLCs

As for which alternate leaders I think could be in DLCs:

Any thoughts about potential DLC materials?
 
I would not assume that inclusion of a city as a city-state in the vanilla game would dissuade Firaxis from "upgrading" that CS to a full civ and then slotting in a replacement CS to take its place. They may not do it in a minor DLC, but as with G&K and BNW in Civ V, they have shown that are not shy about doing it in full expansions.
 
Yes, I realize that former City-States were replaced for DLCs, but I have a feeling that the city-states will stay in Civ6 a little longer, due to their unique suzerain bonus. Why go into all the trouble of coming up with the bonus if you will release a civ using that city in half a year?
