Sphener should be able to fly

Before visiting the Seven Pines though he was one of those high ranking angels that was not allowed to enter Erebus, and afterwards the Seven Pines was not on Erebus.

I've considered before making it so that each religion only has one hero that can be built but others (including each religion's current second hero and likely several new ones) can be gained through random events. I haven't thought about it much lately, but I haven't ruled it out either. If I do go my this approach, Sphener would be created by an event that also destroys the Seven Pines. He would also start with a powerful piece of equipment, perhaps granting Law affinity plus a bonus vs Hidden Nationality.

Cus lore is so important the gamplay have to follow it to the letter innit?
Fun comes first, but tie ins with lore are often pretty fun. I for one really like it when interesting events happen, makes the world seem more alive. Currently we've got some cool stuff in there but more would be even better. Like we've got a handful of events that happen every game (Orthus, Acheron), some more that very often happen (Hyborem, Basium, AC stuff in general), and then some that only very occasionally show up (Gaelen). The more times an individual event happens, the less exciting it becomes -- Blight changing from "holy :):):):) what's happening, the world must actually be ending, oh no the prophets were right!" to "huh, AC is around 20, I should start spamming health improvements," for instance. By adding more flavourful things, the list of cool stuff would be expanded and therefore it'd take longer for each individual thing to become repetitive, as well as providing nice surprises for people who've been playing for a long time but just never did that religion before and had no idea about the cool event that often pops in the late game.

Yes, but I find it's a bit better to invent lore around good gameplay instead.

Let's say that since Basium and his angels are breaking the compact, their wings are broken.

Flying angels is an excellent thing I agree with. I'd put a level prereq on it though, so that only "worthy" angels are fully capable of flight. maybe lv4 or so

Didn't RifE (formerly FF+) modify it so your Angel race units with Combat V can take Flying? Much like demons / undead can take Fear at Combat V? Different than the level 4 thing, but hey.
