I've read here several time that this politician was particulary bumd and made some very stupid / funny declaration.
I tried to find some quotes, but couldn't find any that fit this statement.

Agnew stepped down when Nixon resigned, and Ford was third in line I believe.

On October 10, 1973, Agnew became the second Vice President to resign the office.

Agnew was governor of Maryland prior to being VP. His political corruption was uncovered after Nixon's watergate scandle broke, so when Agnew resigned and Nixon had to select a new VP, he knew that he was also selecting his replacement.
