I just restarted Steam after the update and the DLC shows as well.

Steam schedules your downloads to be later in the day sometimes, try clicking the UP arrow on the right to begin the download right away.

It's 998.9 MB for me. But I don't own any DLC.
I guess the difference to the 1000.2 MB mentioned by the OP is because of the renaming the Autralian President to Prime Minister.
Nah, its 500MB just to fix the last production bug, everything else is in the other 500MB
