Jokes aside, I hope they will consider making the Kremlin Russia’s unique building at some point. In a nutshell, Kremlin is just a name for the walls surrounding the town. And while Moscow’s Kremlin is the most famous one, there are other cities in Russia with their own Kremlins (so yeah, Civ 5 Krepost were reaaallly close to that)They got it wrong. Hence why I propose “Kremlin”, not “THE Kremlin”. Limiting Kremlin to just the capital/palace is iffy in my book, when other UIs can be built in every city. Maybe just give it additional bonuses if built in the Capital. It will also be educational for players to learn that Russia doesn’t have just one kremlin."Kreml" is simply a Citadel/fort in a town, but The Kremlin of Moscow has been a major Administrative center for the Muscovite/Russian state for centuries (minus a few years when Great Pete moved the capital to Saint Swampy On The Neva) so, yes, either a separate 'National Wonder' (a mechanism that I would love to see return to the game) for Russia or even an Upgrade to the Russian Palace. Maybe giving Loyalty bonuses, although a Lyubyanka National Wonder would be even more effective for that...
Maybe even better, The Kremlin might make it easier to get and keep a preferred Governor or Gubernatorial Effects, while the Lyubyanka gives extra Spies, Spy Defense, and Loyalty at the expense of Amenities - Nobody ever described the Lyubyanka Prison as the 'Happiest Place on Earth', after all!
Although it sounds ideal, I wonder if the actual requirement is tundra adjacent to city center. If that's the case, Jungle spawn Kongo won't be able to enjoy this.Kongo are probably the best relic civ if they can get Mont St. Michel (and they actually gain a lot and lose nothing by suiciding their Martyr Apostles). This would be a cool wonder for them, since relic slots are hard to come by if you cannot build Holy Sites.
