Manchuria
Manchuria shares a large border with the sea. For centuries, Manchurian fishermen have harvested the bounty of the coastal waters, and thus the ocean waters have nourished the people and the Manchurian society itself. And although Manchuria has a sufficiently powerful military force on land (as demonstrated in the War of Mongolian Aggression), the Manchurians lacked an equivalent show of force on the waves. Thus, the Despot decided that the navy must be enlargened, for rumor had it that a people from an island chain to the south-east were preparing to expand their empire onto the mainland, and the Despot wanted to deter these people from thinking about any military excursions into Manchurian land.
Meanwhile, to the north, expansion on the frontier would continue, bringing ever more land and resources into the control of the Empire.
Also, work on the Victory Obleisk was getting ever closer to completion. Now more than halfway done, the structure towered over the other buildings in the Manchurian capital, save perhaps the Emperor's palace.
Orders
-Increase Navy Size.
-Continue work on the Victory Obleisk.
-Continue expansion to the north, with 1/3 of the army continuing north to the mouth of the Lena river and 1/3 of the army continuing north-west along the Pacific coast.
-The other 1/3 of the army stays on guard near the Korean border, just to deter the rather militaristic and rebellious practices of the Korean revolters from spreading northward...
