Starving puppet that shouldn't be

Orleans is currently starving. Three citizens aren't even working tiles, yet there's plenty of food nearby (just working that wheat tile would put them postive again).

Something else I just thought of (edit):
Three unemployed citizens, but the city has six empty specialist slots?

Not even puppets but your own cities i am seriously i had it about this stupid AI selecting tiles... I allways select my own tiles...
Its a shame you allways have to micromanage... Ok you have to micromanage but not all the time!!!!

If you choose production focus sometimes the AI decides to let your cities starve and when you realise you lost a population and there is nothing you can do about it!!

If a enemy is in your territory the Governer is to stupid to change tiles so your cities starve...


Why didnt they fix this yet??
 
The wheat and cattle tiles seem not worked upon, but actually they are reserved by another nearby city. When in city view you can see the possible yield of a tile, then the city 'owns' the tile and will include this tile as an option when assigning workers.

So: This is not a bug. If you want more control you should annex the city and click the tiles in city view in order to reserve them for this city.
