Story:

A little boy was running from the beach back home. He ran on the dirt road which was so common in Russia to his little house on the outskirts of Astrahan. The son was high up, and most people prefered to be inside or in the shade, but the little kids were at the beach playing. The small white bird followed the boy for a little while and then few away. It was the normal quite, rural life of a sleepy country like Russia.
And it would have stayed that way for a long time in this southern Russian city, but the Tsar was coming, and that changed everything. Every men and women were looking for their best things to wear, the government was up and running, something they never did, to make everything as best they could. It was something all the people in this city would remember for years.
When the Tsar arrived everyone's expectations were disappointed.
The Tsar arrived with a simple deligation and did not spend any time on parades balls or anything of the kind. He had work to do.

Ah yes...Austria. After a hard fought defeat against France, they had rebuilt their country to become a strong nation. Now, flanked by strong allies, France and Greece, with a decent military and a rich African colony themselves, the Austro-Hungarian people had little to worry about. Things were consistently improving within the kingdom, and King Ferdinand was once again loved by the people. Seeing as Austria was relatively secure, the King declared this would be a time of great cultural and academic growth, that would put Austria on the forefront of the world in those areas.

I am afraid we cannot release our African colonies at this moment or any time in the near future. However, the Austrian provinces in Africa will soon become an example of the benefits that colonial control can bring. We hope to maintain cordial relations with your country and sign a non-agression pact.

We wish for warm relations with our neighbor to the east. As you can see, our nations share some ethnic and religious characteristics, as parts of our population are Slavic and/or Orthodox Christian. With that being said, we would wish to confirm our good relations by signing a non-agression pact.

-Start the Austrian University System (a project). We will open new, state-run universities in all the major cities in European Austria, Vienna, Sarajevo, Tirana, Bucharest, and Sofia, as well as build primary throughout the African colonies and secondary schools in all major African cities (Dar es Salaam, Nairobi, Kampala, and the other one whos name I don't know). Standard curriculum should involve advanced mathematics and various sciences, language instruction (German and Serbo-Croatian offered at all universities and secondary schools, Albanian taught at Tirana, Hungarian at Vienna, Romanian at Bucharest, and Bulgarian at Sofia. Foreign languages recommended are Russian, French, Spanish, Portuguese and English), and history/social studies. Also, try to make many fields to major in to ensure the best educational opportunities. Education +3.

Nation Background: After Napoleons masterful win at Trafalgar and brilliant manuevers in the Battles of Amsterdam, France was king of Europe. They have the largest army in the world, at one of the largest navies. Thier economy is steaming along and its image among other nations has been much repaired by granting independance to Morocco, Ethiopia, and Spain. But not all is well in Frenchie land. Several groups have popped up, mainly in Germany, Poland, and Italy, vandalising property and fighting French soldiers, proclaiming thier independance.

Edit: Orders and New events:

-Korps of the Grande Armee have been sent to restore order in cities such as Berlin, Warsaw, and Rome. 30,000 troops sent to each including several small field cannons. Le resistance shall be quelled with a 'whiff of grapeshot' should it be necessary.

-The French Senate considers making Rome and the vatican, a free italian city, under French protectorate, after news of rebellion and unrest shook the Empire. Berlin and Warsaw are also discussed, no positive decision made..

-Literacy and education is beginning to be encouraged throughout the poorer, less educated frontiers of the Empire, such as French North Africa and French Indochina. A system of small rudimentary schools and academies are being established on the frontiers and people are being taught basic grammar skills, arithmetic, and more complex subjects such as engineering, calculus, algebra, literature, foreign languages, and Military matters at the academies. -Emperor Napoleon III is pursuing a campaign to increase the somewhat low patriotic sense of most citizens of the Empire, an elaborate Military Parade is set in Paris, while the French government begins to reach out to the common masses with French nationalistic advertisements being featured throughout the Empire's main newspaper, the Parisian Tribune.. African and Asian colonies have propoganda posters spread throughout the towns, stating the deeds done by the French Grande Armee to liberate them from their opressive and backwards former rulers.

Nation Background: A powerful nation, the Incans have many soldiers even if thier somewhat undertrained. Thier economy is among the worlds best though, as they cash in on a thriving gold market and trade from the lucrative ports in Caracas, Macchu Picchu, and Beunos Aires. That Portugeuse colony is really a thorn to the side of the Incans, who wish to see South America out of filthy European hands.

Story:

In the history of the world, there were two Drakes who achieved daring feats. Sir Francis Drake evaded huge Spanish fleets and sailed across the world. Sir Charles Drake, in 1858, did something even more difficult and surprising. He took over the Incan Empire, with the help of fellow adventurists. He then declared it a communist state, hoping to appease the hardy Incan laborers. However, the Sir Drake’s empire was never meant to be.

Though the Incan emperor was executed, there were several ambitious chieftains who wanted to take the power for themselves. And so, in February, having gained the support of the military, Chimu Capac declared his pretensions to the throne of the Eternal Empire. Drake and his supporters decided not to back out, and were either slain, either captured. Drake was captured. He disappeared. Some say, he lived ten more years in a dungeon, having been maimed and tortured, as Capac wanted to teach him a lesson, and all the other white men. A lesson to abandon their arrogance. The message he wanted to give was “don’t mess with the Incan Empire”.

And so Chimu Capac became the Inca.

We had our difficulties in the past, but now we should sign an alliance. A great alliance between our two nations. For those two nations – or rather, empires - may need to cooperate in each other’s colonial ventures and other areas of interest. First of all, I will back all of your actions (diplomatically, but if really needed, militarily as well) that do not go against my interests, i.e. do not threaten the Incan Empire and take place in the “Old” World (or North America, as well). In exchange for this, you will back my actions in the “New” World – as long as they do not threaten your interests. We do believe that any of our attempts to unify South America will not be considered as threatening such, right? Secondly, we would like to humbly ask you to give us some assistance with our military. Most unfortunately, our current military training is quite lagging behind. Orders, anyway:

- If the Portuguese agree to the exchange, give them Congo in exchange for their part of Brazil.
- If the French agree to the alliance, begin sending young officers to French military academies, and invite French foreign military advisors.
- The ruler is Inca Chimu Capac. The government is Divine Monarchy (though the economic system is still pretty much communist).
- Invest one economy level into more artillery pieces.
- New project - Army of the Sun God (brings the military training up to standards, +2 Army (both infantry and artillery)) (1/?)
- Unless Guyanna surrenders peacefully, send 1,500,000 soldiers and 100 artillery pieces there. Their army is tiny, badly equipped and has not much reasons to fight. Encourage Guyannian military desertion or downright switching of sides. Promise equality to whites within former Guyanna (meaning that they would be worked to death in some days, and will participate in huge celebrations in other days like the rest of the Incans - ofcourse, the silly white people don't know that yet). If any of their army DOES fight, then just form a firm line and shoot at any enemy attackers in a volley, to intimidate them. Have our cavalry raid enemy positions if they do not attack. Eventually, we could just charge at the enemy.

Complete Swedish Orders, the ones in my previous post having been basically obsoleted.

1. Sweden will begin public schooling immediately, it is not mandatory and families who choose a non-state funded school or effective home schooling will be exempt from school taxes. (Increase Education level)

2. Boys aged 16 every summer will be required to attend the Civillian Construction Corps, using that summer to help build roadways, clear forests and helping to gain some discipline. They will be taught to use rifles, but few other military activities will be drilled. They will be paid, though minimally.

3. Secret operation Valkyre will be implimented.

4. Young Men and Women aged 18, in that summer, will be required to attend Civilian Government Corps. It will be similar to the CCC program, though it will focus on intellectual and civic things instead. (If anyone has ever attended what I think they call 'Boy's state' here). The idea is to create effective and active citizens for the Swedish Republic.

Sweden will be placing an excise tax on imported goods that are also produced domestically in order to gain funds for these programs, though that will not fully fund them and taxes will have to be levelled against the citzenry as well.
