OOC: Azale, in the Mexican-American War, America conquered much of what is now thw southwestern US. That territory constituted nearly 3/5 of Mexico's land at the time.

We have recently broken the yoke of American vassalage, and Guided missiles give us an edge over the Americans should they decide to attempt to reassert vassalage over Japan.
We would happily give you that technology in exchange for a small payment and an alliance, if you were not a vassal of the US, and would not give such technology to the US or the USSR for that matter.
