THE SPEECH OF EMPEROR LEO III
-To the Senate of the Slavland Province-

(To be held in both the Imperial Parliament and the Slavic Senate, and to be spread with flyers throughout the Empire).

"It has come to my attention that there is unrest in the province of Slavland.

I was about to order the senate of Slavland to take actions to keep peace there, but then my advisor told me that it was Senate itself starting this unrest!

You are stealing money from the emperor.

You do realize that the reason why the war against Dalmatia was started was because THEY were also stealing money, right? Trade income between Rome and Byzantine seemed to mysteriously disappear after caravans entered Dalmatian lands.. Why would I end this war, only so that they could keep stealing my money?

You, senate members of Slavland, are currently acting as the highest political force, altough that kind of power is not invested in you by the Emperor, OR by the Imperial Parliament, OR by the constitution of neither the entire Empire or the Slavland province. Therefore, your acts are illegal.

But stealing that money makes you more than just criminals; it makes you traitors. Why? Because you have apparently forgotten one thing: all senate members have sworn an oath of loyalty to the emperor. Now, let's take a look what the Byzantinian law says about breaking an oath:

"Only citizens of the Empire (i.e. the nobility) can swear an Oath to the emperor. An oath given to the emperor is the highest promise one can give to anyone. If a person would break an oath given to the emperor, he will lose his citizenship (i.e. all rights to vote, to maintain land, to get income from his land, to collect taxes, to have governmential jobs, to have representive tasks, to be a senate member or an Imperial Parliament member)."

Do you understand what this means? It means that if all members of the Slavland senate would lose citizenship, none of you would be able to act as senators. The peasants would not have to pay you taxes to you and you would have no other rights that belong to the nobility, either. Therefore, the senate would be dissolved, you would not own anymore land, and those nobles who would still have their citizenship would vote for a new senate. If that new senate would be betrayalist, too, then ALL slavs would lose citizenship as an untrustworthy race. Therefore there wouldn't be anyone able to vote, and you would not have a legal senate at all.

And that is not all: the constitution of the Empire clearly states that without a senate, a province cannot have any seats in the Imperial Parliament, either! It means that you could not participate in decision-making in ANY way, while nowdays you can, through the senate in the issues of your province and through the Imperial Parliament in the issues that concern the entire Empire.

Do you understand that if you lose your senate AND your seats in the Parliament, you will thus lose your autonomy? And that's not even my, the Emperor's, call to make, because the Emperor cannot change the constitution without approval from the Imperial Parliament! So you are about to lose your autonomy, wether I would want it or not!

In the scenario presented above, Slavland would become part of Byzantine Province and lose all Imperial Parliament seats to the province of Byzantine (i.e. the capital city province).

On the other hand..

Think what would happen if you would quit your insane rebellion and allow the war to continue.. I mean, I am NOT going to allow conquered Dalmatian areas to form a province of their own. They would join the Slavland Province! What would that mean? Not only you would get new taxpayers, but you would also Get extra seats in the Imperial Parliament! That's right, seats on the parliament are based on population of the province, and with sudden population growth (when Dalmatia is united with Slavland) you will gain extra seats, thus more power!

Think about it! Out of all Byzantinian provinces, Slavland gainst THE MOST from this war! It really amazed that out of all provinces, it was SLAVLAND that started to oppose a war very profitable for them.

Now you know what is going to happen if the unrest won't stop. The decision is up to you."

After giving this speech in both Imperial Parliament and Senate of Slavland, emperor Leo III wrote a law about it which passed in the Imperial Parliament.

THE LAW OF EMPEROR LEO III

1. If a senate of any province commits treason, that senate will be dissolved, senate members will lose citizenship and new elections will be held.
2. If the new senate continues the illegal actions, all province citizens will lose citizenship and the province in question loses autonomy
3. The province in question will be united with the Byzantine province, but since they wouldn't have citizenship, Byzantine Senate would not receive members from that province. Also, Byzantinians would get the seats in the Imperial Parliament that used to belong to the rebelling province.
4. If the unrest would still continues, military will be send to the former province to keep peace there.
 
Apparently, the king thought, he needed to upgrade his navy to the iron age. if they could not even reach the fabled horn of Africa to set up his colonies, then they were deffinately obsolete. Another agravation for the wise king was the protests by his neighbors to expansion in Arabia. But, if he needed to in order to maintain the peace, he would stop the expansion. As for the expansion of the Faith of the Lord of Israel, G-d of Abraham, Isaac, and Jacob, into the Armenian lands of Georgia, this made the Knesset obsolete in dealing with religious affairs, as the Knesset was designed to be the rulling body (under the king of course) of Israel. This meant that there obviously was need for a new body to convene in regards to religious matters. After much thought and consulting the Torah, the kohanes, and the Kohane Gadol several times, the wise King Solomon decided to create the Sanhedrin. The Kohane Gadol would lead this body, relinquishing his leadership role in the Knesset and taking on the status of a regular member (except for having two votes instead of one). The members would consist of the 100 top placed kohanes and 100 theological scholars, 50 chosen by the king, 30 by the Kohane Gadol, and 20 by the kohanes. This body would rule conscerning religious matters and would give advise to the king as well as any leaders from other Jewish areas and countries. In addition to this great amountinfluence they would have, they would also run education in the country and advise others outside the country on matters of Jewish education. It appeared that the wise king had struck gold once again.

Orders:
1. Spend two on army (18,600X0.02=372 372X2=744)
2. Spend two on navy (18,600X0.01=186 186X2=372)
3. Upgrade navy to iron age
4. Send 1/4 of navy to establish colonies in Berbera and Caluula, Somalia, something on Scotra, and Bandar-e-Abbas, Iran. Stock ships with twice the amountof food and supplies than should be needed. Also load on 100 slaves and 50 concubines.
5. After establishing colonies offer Arabs around Kuwait and where the Tigris and Euphrates run into the Persian gulf all extra food and supplies, as well as the slaves and concubines if they agree to convert to Judaism, and join Israel settleing down where they are. If they agree they gain full citizenship in Israel and representation (the leader of each tribe) in the Knesset. Also make offer to Arabs around Jiddah, Mecca, and Medina. Make a double offer to those around Jidda, but don't let other tribes know that they are getting more.
6. If Arabs agree establish Basra, Kuwait, Jiddah, Medina and Mecca. Should those around Jiddah, Medina, and Mecca agree, built roads between the three cities.
7. Establish cities of Amman, Jordan; Damascus, Syria; and Aleppo, Syria. Connect to roads.
8. Continue expanding road network

*Secret Orders*
1. Load all Palestinian soldiers (except a few to stay behind and train new soldiers in dessert warefare and Arabic tactics), all Macabees, and half of troops (taking into account new soldiers) onto ships in Tel-Aviv.
2. Send ships (disguised as merchant ships) to Dubrovnik coast. If any Dalmatian ships attack shoot with flaming arrows shile their shoops are still to far away to reach me. Shoot arrows over outer hull and onto the deck 9it should do more damage ther as it is not as wet)
3. Land all troops outside of Dubruvnik (effectively behind enemy lines) and take the city by surprise. Once control of the city is secure destroy the Dalmatian army confraonted by the Byzantines and others. Start spreading out from their into the rest of the country. Take as much as possible before word reaches the Dalmatians that I have attacked them.

Uh, Symphony D, you mentioned sending 25 ships against 500 Nihonese ships. Malaysia has joined the war, with 298 ships at its disposal. True, they are Bronze age, but not only does our combined force outnumber Nihon, bronze age ships aren't much worse than iron age ships.

Your mouth is obviously larger than your brain. In no way did we even hint that we were sending troops, ships, or aid to Austria anytime soon. We merely suggested that we might be talked into aiding them, and for all you know this could have been to secure their homeland and defend their pre-war borders. This is why you should not meander about in another countries diplomacy, for you do not really know what is going on, you see only the tip of the iceberg.

Who said we were going to interfere in the Roman-Dalmatian-Byzantine conflict (OOC:Someone should make up a name for the war). Our only problem is with the Roman trade route to Portugal, which they will not abandon peacefully. At this time, your wars are your own buisness, only if they stretch into our region of the world will we become involved.
 
The war against Nihon can be 'The Great War of the Orient', because almost every major Oriental nation is involved.
 
About the name of the war.. I don't see any reason why not to call it the "Dalmatian War", at least that wouldn't be confusing since everyone would know where the fighting would be and there has been no other wars fought on Dalmatian soil.

Shhhh!! ;) Gimme a break, this is my first NES. Anyway, Malaysia is a seafaring nation, and Kalimantan will be an asset to me. On top of that, I want to ensure that Nihon falls, or is at least suitably shrunken.

3. In the update, it says that your exploration did not penetrate much at all into the Arab tribe lands. So what little territory you did manage to annex, it wasn't stably-controlled-by-you enough yet to build a city.

Just so you know, OOC, those times that the money was stolen on the way, Dalmatia didn't profit. They didn't get the income either. But then again, scapegoat all you want. ;)


About naming of the wars, yeah I'll do that in the next update, unless you all wanna do it. I don't mind either way. "Dalmatian War" sounds pretty good. "French-and-Irish War". "Nihonese War"?

We do not wish to infringe on your independence, however we feel that our collective intrests would be best served if we formed a Democratic Union of Oceania. The capital would be in Brisbane an easily defensiable city and seat of the Australian government. Any foreign relations, military, defence or economic doodas would be done by the Oceanic government however Papua and Maoris would remain highly autonomous and have complete control over everything else. Futhermore they would have a equal say in propotion to their populations in the Oceanic government.

If of course you do not accept, we will understand and endevour to continue or current relations which have been nothing but exemplary in the past.

Yeah, whatever... We will cancel our trade agreement with Portuguese only if you pay us 2 eco. points so that we can set up another one, otherwise no deal.
You were quite clearly offering aid to Austrians, and it doesn't matter what kind of help it would be as we consider it as helping our enemy.

No compensation will be granted. Your ships will either be halted by the blockade or sunk. And once again, you put more into words than their is. Saying we can be talked into giving aid is quite different than giving aid. And if we so choose to help Austria, that buisness is our own.
