Federal Legislative News
In a surprising move, given earlier statements, Governer Van der Ploeg has voted against the "Free Northwest Bill." In an interview, he explained his position "Though I am no lover of slavery, I feel that this is an apt compromise necessary to maintain harmony among the states." When asked whether this would hurt the Abolitionist cause, the Governor replied that "The Northwestern territories are poor land for cotton, I think it unlikely that they shall go slave."
Several commentators note that this is not the first time that Governor Van der Ploeg has been unclear about his position on slavery.

To no one's surprise, the Governor has instructed his delegates to vote "yes" on both of the bills that he proposed.

Commonwealth Armed Forces Expanded
Three new regiments of Regulars have been raised. Together with the old 1st Pennsylvania Regiment they form the 1st Pennsylvania Brigade, under Brigadier General Walter Jameson. They are said to be well-equipped and enthusiastic.
Governor Van der Ploeg also announced the creation of a Commonwealth Navy. 10 ships were built and launched under Commodore William Houston.
Governor Van der Ploeg released a statement about this military buildup. "The dramatic way in which certain other states have armed themselves has forced me to provision for the defense of the Commonwealth. We shall not be bullied."

Budgets for Education, Security, and Port Improvement Slashed!
The Governor ordered reductions in funds for the Departments of Education, Security, and the project to improve the port of Philadelphia. The Governor explained that "these reductions are a temporary measure only, instituted to allow for the unfortunate expansion of our armed forces."

Budget for Industry Increased
Grants to industries were increased this year, up to $10,000 from $9,000 of last year. They are to be apportioned as follows: $7,000 to continued support of the steel industry, $1,000 to the new timber industry, and $2,000 to search for local sources of Iron. Critics charge that this "pork barrel" money could be better spent on other services; supporters retort that Industry is essential to build up the money needed to support other programs.

Surplus Created
Despite increased expenses for the military and industry, the new budget includes a Surplus of $1,000. The Governor responded to inquiries about this surprising surplus with the cryptic remark that "it is to be saved for emergencies."

EDIT: I may be confused about how surpluses work. Do I have 2,000 already banked from my increase in trade last turn in addition to any surplus I create now?

NEW GOVERNOR
Former continental congress member John Jay has been voted out of office. Fromer governor George Clinton has retaken the office. Clinton is a Democratic-Republican unlike his predacesor(this is all taken from real life btw). He has opposed the Free Commerce Bill, thinking it could spoil New Yorks industry and would infringde on states rights. The International Commerce Bill seems like a good idea, it would allow the US to develop it's own industry by pushing away outside interferance. The Free States Bill has his full support as he doesn't want southern states to gain an upper hand.

INDUSTRY GROWS
Governor Clinton has given his full support towards developing more industry in New York. $2,000 will be given towards the expense each year. The money will cover growing industrys. The money also covers a geology study of New York to find more natural resources.

PORTS GROW
With money coming in from trade, the governor has decided to put it to good use. The ports of Albany and New York wil lrecieve a much needed renovation and enlargement as money is alloted towards it. This should help the ever enlarging trade network.

EDUCATION INCREASED
Education speding is increased in New York. This covers money grants to inventors and thinkers.

TARIFF WAR
As Conneticut plans to place tariffs on New York goods, New York plans to do the same to Conneticut.

BUFFALO GROWS BY THE DAY
The city of Buffalo has been increasing in size ever since state spending was started. Many suspect the town will become a city in the near future.

Cotton continues to boom!
The cotton trade has grown at a much faster rate than expected, causing a huge boom in the Virignian economy, especially due to tariffs enacted on the European nations that just can't get enough of the prime american cotton! Tobacco will soon be expanding, as well as timber, making Virginia the leader in natural resources.

Virginia passes New York in industrial might!
Due to heavy investments into industry Virginia has become the top industrial power in the Uinted States, and continues to pour money into it.

Northwestern bill doomed?
As support for the bill banning slavery in the Northwestern territories continues to wane, has the bill any chance to succeed? The entire Southern United States as well as a few northern states such as New Hamphsire have openly opposed the bill, and much of the early momentum and steam has been lost.

BRITAIN DECLARES WAR!!!
In response to the growing incidents at sea (mostly between the widely seafaring Massachusetts sailors and the British merchantmen in the Atlantic), and the known general alliance between America and Napoleon’s France, Britain has Declared War! They have invaded the Northern states for the second time in our nation’s history, with Massachusetts, New Hampshire, and New York invaded. They have penetrated to Ticonderoga in NY (also advancing on the new city of Buffalo fording the Niagra River), deep into Northern NH, but were thankfully stopped by the vigilant Massachusetts border guards.

In addition, Fort Mackinac on the Great Lakes has been seized, and redcoats are marching on Detroit! Militiamen have formed up against them, and these men, calling their homeland “Michigan” have asked Congress to admit them as a new State, in order to better protect their lands.

PRESIDENT ADAMS MURDERED!!!

While making a speech on the necessity of the Free Northwest Bill, President Adams was shot by two men at close range! The people immediately swarmed to catch the two men, but they made the most of the shock following the immediate aftermath, and got away on a couple of nearby tied horses, shouting “And that’s what you get for messing with state’s rights!” Curiously, they were not Southerners, who have the motive behind it. Apparently there is no real way to find who did this.

The Vice President, Thomas Jefferson, declared a national day of mourning, and resolutely claimed he would find the killers. “This act cannot go unpunished. No cause is worth murder,” he is quoted as saying.

ALL THREE BILLS FAIL IN CONGRESS

All three proposed bills have failed in Congress. The International Commerce Bill did not pass through the House, while the Interstate Commerce Bill did pass the House, but not the Senate (lagging by only two votes in the latter).

The Free Northwest Territory Bill failed, too, 74-61 in the House. One Representative is said to have bitterly spat “This is a sad and sorrowful day in our nation’s history. Here we had a chance to continue the cause of freedom, and spurned it in the face of tyranny.”

THE CAROLINAS, NO LONGER PLURAL

In startling news, the South Carolina and North Carolina legislature have both voted to join the two states. This means a new economic and political powerhouse of the south, with a total electoral college equal to New York and an Economy approaching Virginia.

NEW STATES LOOKING FOR A HOME IN THE UNION

The potential states of Michigan, Ohio, and Mississippi are looking to join the union. They need the approval of a majority of Congress to join. Michigan’s constitution prohibits slavery, Ohio’s allows people coming from other states to keep their slaves but not trade them inside the state, and Mississippi is completely pro slavery.

LOUISIANA, SOON TO BE PART OF THE USA?

In an unprecedented move, France has offered Louisiana to the US for a sum equivalent to $100,000. $30,000 are to be covered by the ending of all French debts to America, $30,000 can be scraped up by the Federal Government. They need donations equivalent to $40,000 from the states, though.

FLORIDA, ANOTHER NEW US STRONGHOLD?

Rumors are flitting about that the Carolina Government is considering buying the Northern Half of Florida. These rumors have no basis in proof, though.

MAKING GEORGIA SAFER

Proves to be a hard job. Though no major Georgian casualties have yet been incurred, the Natives are starting to fight back, some from the neighboring western unclaimed lands.

SOUTHERN DEMOCRATS GROWING STRONGER

It seems the new party has membership throughout the south, and the D-R party may be out of luck. Rumors are flying that they are going to run a Presidential candidate this coming election, but they may be unsubstantiated.

OOC: i just checked amendments to the constitution to see if i could put on up for ratification. What i found out was that the 12th ammendment wasn't passed until 1804. thats what established electors.
 
I find that hard to believe, as I can clearly find electoral totals for the 1800, and 1796 elections. Perhaps you mean an improvement to the system?

The Electors shall meet in their respective states, and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same state with themselves; they shall name in their ballots the person voted for as President, and in distinct ballots the person voted for as Vice-President, and they shall make distinct lists of all persons voted for as President, and of all persons voted for as Vice-President, and of the number of votes for each, which lists they shall sign and certify, and transmit sealed to the seat of the government of the United States, directed to the President of the Senate;--The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted;--The person having the greatest number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President.
