While you are at war with our Union we wiush for Carolina to have no part of it. We pledge neutrality on the condition that you allow us to trade and trade.

From: Massachussets
To: Carolina

This is treachery! This is a war between the ENTIRE Union and the British Empire, and you want to trade with the Limeys, to sell them iron for them to make cannons with! You DARE drop out just like that, not caring for the solidarity of the Union! And then you say you will "gracefully" accept to grant us, your humble vassals, some help if we agree with you on a matter on which I will NEVER agree on! How should I tolerate this? How COULD I, or any other TRUE citizens of an American State tolerate this behavior?

From: Massachussets
To: All of the Union

It would seem that Carolina has decided to let its fellow states to the north fight alone, which means that it might as well secede from the Union. Let me ask you - is this Union a place for traitors? Where is our solidarity? Where is our alliance? Is USA a mere word now, that a state decides whether to fight in the war on our side or remain neutral? Why, soon Carolina will contemplate allying with the Limeys as well! Unless Carolina's governor remembers that despite being Carolinian, he is an American as well, we should do something serious about this TREACHERY!

BRITAIN DECLARES WAR
Governor Calls for Volunteers
The British government has declared war on the United States over the issue of free commerce on the high seas, to put it shortly. In response to this, Gov. John Sevier has issued a call to arms. So far 5,000 men have volunteered for service in the state militia In addition to the cost of levying the troops, Governor Sevier has set aside $1,000 in funds for their training and equipment.

SLAVERY LEGALIZED
...With A Catch
In one of his more controversial acts, John Sevier has legalized the owning and trading of slaves in Tennessee. However, to regulate the slave trade in the state, Sevier has placed a high state tariff on importing slaves from foreign countries. He has also enacted a "5-slave" resolution stating that anyone holding more than 5 slaves in bondage will be taxed for each extra.

Opposition and Support
Despite the safeguards placed by the state to insure that Tennessee is not made economically dependent on slave labor, many people are still vocally opposed to Gov. Sevier's act. "This act is disgusting," one prominent abolitionist and TN resident announced. "Already our state has fallen into the clutches of evil." However, he seems to have ignored the fact that there are already several slaves and slaveholders in Tennessee.

"I, for one, am in favor of this," stated a state legislator. "The permission of our state to use the black man as a cheap source of labor will boost our tobacco and cotton output and allow more of those goods to be exported. This, in turn, will increase state revenue and bring more money into Tennessee."

The governor was not available for comment.

Sevier Opens Land
Other Acts In Review
Last week, Gov. Sevier passed a bill brought forward by the state legislation opening several acres of wilderness to settlement. The land will be sold to prospective buyers for 5 cents an acre.

As a fellow Southern state, we urge you to support the Union in the war against Britain.

Governor Van der Ploeg, in an open letter (sent to other governors as well) to South Carolina:

"What new knavery is this? You declare neutrality in a war for our very freedom, then make your fulfillment of your duties dependent upon our accepting a highly divisive and unconstitutional bill. This is naked blackmail and we shall not stand for it. I, along with all flag-loving Americans, call upon you to do your proper duty."

Governor Van der Ploeg, in an op ed piece on the McKinley States' Rights Bill:
" . . . similar measures have oft been taken before in the supposed defense of "freedom and the constitution." Yet I say that these measures are not in support of the Constitution at all. The Constitution is a great document put forth to defend the rights of "We, the people." States' Rights is nothing but a legal fiction devised to protect the rights of Governors not "the People." Furthermore, for legal justification, see the Constitution. The "elastic clauses" make it clear that the responsibilities of state and federal government are flexible and meant to be changed, not to be ruled by ham-fisted absolute amendments.
". . . these measures would forever leave great Americans like John Adams and Thomas Jefferson, men of the people, forever impotent . . .
"I urge all peace and freedom loving Americans to vote against the States' Rights Act, especially at a time of national emergency when unity under the federal government is key."

hmm i just relaized something.... I do beleive that North Carolinas purchase of florida is unconstitutional due to an article stating that no state has the right to make deals with foreign bodies (without approval from the federal government?). If somoene could find that article... im not exactly sure where to look, the constitution is pretty big

ah i found it

Section 10

Clause 3: No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

OOC: It's probably still up to North King, since this is a very different constitution. We certainly are allowed to maintain armed forces on our own, it would seem.

Re: Overtures to France
"I believe in Washington's advice in his farewell address that we should avoid entangling alliances wherever possible. We should only appeal to French assistance if things look dire."

OOC: Meh. I'm bored, so I'll make a few new orders.

Carolinan troops are moving into an attack on the Bahamas. DO NOT CONSIDER ME ATTACKING THE UNION IN ANYWAY. The message about trade was a ruse to make the British lax in their security from the Carolinans. However Carolinan troops WILL NOT make any attempt to help you northners unless the State's Rights Bill passes both houses and becomes a law.

Carolianan Govenor addresses the Union

Carolina if denied gains in North Flordia, or the right to posses the Carolinan military will not longer recognise the authority of Washington DC.
