Though I cannot speak for my fellow states still loyal, I would be glad to pursue at least a temporary alliance between France and the Union.

As the current capitol is dangerously close to the rebellious states, we offer the federal government safe harbor in Pennsylvania. The City of Brotherly Love is prepared to resume its former status as national Capitol.

To: Loyal States

I advise that the Free territories seeking statehood be granted such immediately. I am undecided on the Toledo issue and will allow my delegates to vote on it however they choose.

Well, Carolinas wanted to start the Civil war a bit early (during the War of 1805), so they split up the US. The Federals are where the original country is. The Confederates are the South. The Confederates amass most of the military of the USA.
Both are at war with Britain.

I tried to make my OOC comment as unbiased as possible (I am in Federal). Did I fail?
 
OOC: I'll make an attempt to speak for the union, the rest of you please chime in if you have something to add.

As a member of the Union, Maryland would continue to operate under the same caring, legally elected authority that it has been. The rights of its citizens will be guaranteed by the Constitution and the legal electorate. It will continue to be protected by the federal army and to share in the bounty of the north's industry.
Note that no measures restricting states' rights have been passed, nor have we illegalized slavery. Thus Maryland's rights will still be protected.

You are still with the Union, right?

OOC: I wouldn't be so sure about that "3/4 of the nations' military" figure for long.

All of which are rights within the Constitution of the United States. We have passed no laws infringing on any of them. The rights of states, though negotiable, are guaranteed under the Elastic Clauses of the Constitution.
