rules clarifications:

yes, pillaging roads that are not inside someone else's borders is okay. Basically, everything outside your borders is fair game for your opponents.

"No attacking inside of your opponents borders"--I am adding "no crossing of your opponent's borders without permission". No crossing through or sitting inside someone else's borders. If someone was planning on using one or the other of these tactics, please let me know so we can discuss it and perhaps change the rule if everyone agrees.

You can give permission to someone to cross your border, that is okay.

I think you should be allowed to cross anything you want if you are ready to pay the consequences...
