Strange graphics bug with DX10/11

I've been having this problem for a while now and hoped that simply giving my computer that long-needed upgrade would fix it. But no, it's no better than before.

For the record, I am running Windows 7 (which comes with DirectX11, if I'm not mistaken), I have 4GB ram, and I have an nVidia 9800 series graphics card. In fact, the only thing that doesn't meet the recommended specs is my Processor, which runs at 2.3 GHz rather than 2.4, but that should be a negligible difference, I would assume.

Anybody have any ideas on how to fix this? I'd rather not have to go back to the DX9 version.

You are right about Win7 + DirectX11, but the Geforce 9800 does only support DX10, and Civ5 does not run very well in DX10.
 
Those artifacts appears if one of the graphics options is set to low, but i can't remember exactly which it was. I think it was either tesselation or shadow quality. Try to set those to medium, if those won't work, try the others one after another.
