strategic resources under districts not being included in total - resolved

I was using more coal than I was producing. I searched for coal and found seven tiles with coal in my borders. Four were under mines, and the total coal per turn is showing as 12 [three per mine]. However, three were under industrial districts that I had built. I thought that once a district had been built, when a resource showed up under it, that resource was added to the available resources. Am I misunderstanding how this is supposed to work, or is this a bug? I've included a file of my current game.

That is true for bonus ressources you built on, but strategic ressources discovered on a tile where a district/wonder has been built in the past are collected. You just lose the bonus you would get from mine on them.
that was my thinking as well. Don't think I've had this problem in the past.
 
thanks @Laurana Kanan, I'll have to check that out. I've only been using this mod recently, as it makes cities have to have power to stay 'happy.' i think i'll start my next game without it and see if that works.
 
i disabled all my mods. still not getting coal resource from coal under hansa. just getting the coal from two coal mines, so six total when should be nine.
 
If there is a resource in a tile, then it is displayed in the tooltip. Yours don't have them. I also checked directly via Lua and there are none. So, the fact is that there are NO resources under those tiles. Period.
I assume that when you said "I searched for coal" then you meant using Map Search function. I am not sure if you know how Map Search works, but it searches for matching words (in general, a few extra things are taken into consideration, but it is irrelevant to your issue). In your case it found "Coal Power Plant" which you have built in each of those districts. If you wonna test it, just decomission the plant or upgrade it to oil - map search will stop showing it.
And as anecdote - when I first loaded your save I was really surprised how you managed to place 3 IZs exactly on the spots with Coal. What are the odds, right?
I suggest to close this report, please add "solved" to the title.
 
can't believe i didn't notice this! so the search was finding and highlighting 'coal' even if the tile had no coal on it but had a 'coal' power plant. i had just assumed it was looking for exact matches, as opposed to inclusive ones. tks.
 
I don't think threads here are ever "closed", this is not a ticketing system after all. That is why it is always helpful to add "solved" or whatever to the title, so others will not bother checking it again.
