Sun Never Sets

Hopefully this ability is somewhat useful on all-land maps....

All-land like Pangea or all-land like Highlands? The later has minimal water (if any, I think I've only ever even loaded it up once or twice) outside of lakes and I am guessing inland lakes still do not qualify for having ships/lighthouse built on them.
 
In fact it would probably be faster to sail your units as much as you can versus walking them everywhere (typical movement of 2 for most units on land vs. potentially 4 if in a transport).

Plus you don't actually need transports, and just about every units in England's arsenal can use the ability.

Partly why i am thinking embarked units do not get the bonus.

One mitigating factor is whether an embarked unit hit by shore fire is instantly killed or whether they are able to usually survive. The Songai UA seems to imply that everyone else gets wiped out (al-la civilian units) whereas they can take the hits.

An aside, can ranged attacks target and destroy civilian units?

Well that doesn't count the effect of Roads. I definitely think that Transported units should be competitive with road moving units, and England should get a bonus with them.

Also if England gets a bonus to their naval vessels, that won't really help much if the Transports they are escorting are slow.

I'm not sure... perhaps ranged attacks do set damage against civilian units. (ie 7 hp lost from Any ranged attack on a civilian unit, so 2 is a kill)

Good point on using roads as a comparison but even then when you are on the attack you generally do not have access to roads and a major reason for naval movement is to attack the other opponents so that comparison is muted somewhat.

The advantage to having your military vessels (much?) faster than your transports is that they can scout ahead and then return to maintain cover over the transports. They can also react more quickly if enemy ships get behind the screen.
