To be fair monarchies have more or less been the most prevalent form of rule among nations for a majority of human history. Democracies only ever became prevalent during 18th Century and onward with the Enlightenment and all that other revolutionary nonsense :p
 
I'd really like to see what could be done with Elective Monarchies, though I guess that depends on how detailed the government system ends up being.

One thing I hope we get to see this time around is the ability to create new city art styles that actually show up in game. Obviously it'd be a lot of work, and is (like most of the discussions thus far) dependant on how much support Firaxis decides to give 3D modding - but it'd suit a lot of CL civs better than the 6 (or however many were in BNW) that we got this time :p
