FUSES is and are continuing to act to destabilize South East Asia and Oceania through expansionism. As of now, they do this unchallenged. That needs to change. With that in mind, the government of Vietnam would like to try and form a defensive alliance, called the South East Asian Coalition (SEAC), in order to counter FUSES' aggressive actions. I ask the Pacific Union and India to join, putting aside differences to help keep FUSES from further expansion in this region, which we all have interests in.

As i have mentioned before some kind of resolution has to be made.
I am sure that neither of us involved are willing to leave the area's acquired, as they are of much value. What needs to be done now is to contain the spread of protest, and maintain a state of stability, if the Chinese territories continue the way that they are going there will be no end to the suffering for the Chinese people as well as to the occupants of the territories. I suggest we join together to create an organization joint three ways with Russia India and Japan as the heads of operation. I suggest that this organization will take care of humanitarian operations such as food and medicine to the area's in China that were hit the hardest by the communist rule of the former state. We need to put a new face on china were we need to integrate our own cultures, but also embrace the Chinese culture. This fight for stability can not be won through oppression and ruthlessness, but must be fought with consideration and care as the main aspect of the operations.

We are aware of this, but with FUSEAS's actions in Laos, their navy looming off our coast, and their Air Force able to strike any and all of Vietnam's cities, we must boost defenses. We do not plan on breaking the NAP, but should FUSEAS suddenly change their mind about us, we will be ready.

Vietnam seems to think that this conflict is innevitable, and has been sabre rattling to have the conflict come ever sooner. The UIS doesn't want to fight with our Indian neighbors. We must, however, if war is declared against FUSEAS. This is why you must not accept their offer.

I would like to request a bit more of an extention - waiting at the airport at the moment with a dying laptop. Boarding i 30 minutes, Flight takes about 11 hours. Jet lag recovery a bit more.
