As I mentioned in the notes, I made a mistake with your e production, that cell was actually reading your food output from last turn! 22 is the correct value, with the mine added in.

for example the current ship I want to prototype would cost 17e regularly. Would it, with the bonus applied, cost 11.22e and 16.22s?

The reduced cost only applies to the s, but it applies to any ship you develop with an IS drive (even if it has an IP drive too). So your proposed design would cost 17e to make, but only 16s to research rather than 22 (things get rounded). Obviously this is a better bonus in the later game when fancier ships are being built ;).

Oh well then perhaps you can work out a plausible alternative for us? Perhaps by paying us a fee of around 80 e, you can convince us to move to another, better habitat. Or alternatively, if you no longer want our voices to sully your 'clean" comms, you can pack up and leave this planet. while you still can

Its actually quite intresting, throw three people together and things get hectic, in other situations (2 people) things are more predictable, depending more on the various techs and power of each state.

History of Akresia

-Even before the Tumult, survivors in the Lone Wolf was under martial law. The Admirality onboard the ship always controlled many aspects of Akresian lives. Although Akresians were allowed considerable degree of freedom, every Akresian was expected to serve Akresia in some way.

After landing on the second moon of Errai VIII, Akresians immediately awakened half of its crew to settle the moon below. New Admirals were elected by the people to account for the sudden rise in awake population. Although the future looks bleak for a significant percentage of the new colonists, Akresians still remain hopeful.

-Life Style
-As described before, Akresian lives are dictated by the Admirality. Food is rationed among the survivors. Citizens were expected to follow orders from the military. Surprisingly, however, Admirals who form the Admirality are democratically chosen from the citizens. This has kept the Admirality from becoming too dictatorial or becoming too intrusive to the lives of the citizen. And it is better to remain that way.

Akresians are known for their heightened aggression because of their genetics. This isn't entirely true. While it is true that their body is genetically designed to be stronger and faster than normal humans, making them the perfect soldier, there is nothing in their genetic predisposition that makes them aggressive. Indeed, some minor percentage of Akresian population is a pacifist one. There seems to be a reason for their militaristic stance, but that data is now gone. Along with the reason for the martial law in the first place.

-Xenopolicy
-Akresian Admirals are actually amused by the reaction they caused to their neighbours. While many other people, espescially the relief workers sent by the 'Ik, may think of Akresians as semi-animalistic imperialists who would hesitate at nothing in carving a path of destruction for their ultimate goal of universal domination, the Admirality is apathetic when it comes to xenopolicy.

Their amusement is evidenced by their diplomacy with other societies, riddled with sarcastic remarks, answers that neither confirms nor denies what Akresia's intention may or may not be, and thinly veiled threats. It is unknown if Akresia will take a more serious attitude soon.

The Future of the Zavi System; Eldranesh's advice to the government.

Dear Principal Investigator
It is with great pride that I was able to compile this report on the future development of the Kation people and the Zavi system we currently inhabit. The continuing expansion of industrial capacity on the rocky worlds of the Zavi system has doubled the Kation economy, additionally the link up of Volatiles and metals has helped to expand the productivity of the Kation population. The Kation population itself has expanded by 75% and is already considered overpopulated in some of the Habitats of Zavi VIa

Further expansion of the Kation society has to overcome several structural as well as diplomatic problems. First the cost of expansion requires a fairly heavy investment, this needs to be balanced against ensuring proper security or the Kations. Further Long term plans of terraforming Zavi VIa and expansion to other systems need to be balanced against the short term.

Key Findings and Recommendations​

The economic case for developing the rocky planets of Zavi III, IV and V are clear. Problems lie with securing these in the face of increase Vazan activity. These planets have been generally shown to produce much more in all fields than Zavi VIa can without radical terraforming.

The initial challenges of quickly expanding to and colonising these planets is likely to allow for a more rapid meeting of long term targets such as terraforming. In all situations that have been argued for, the initial economic and population needed to carry this out require colonisation of the rocky planets of Zavi III, IV and V.

To this aim, the majority of the population should be moved or end up populating the planets Zavi III, IV or V. There is no point of thinking of Zavi VIa as a capital or of traditional values in being centered there, most of the governmental infrastructure is done over secure communication channels and with the recent colonisation of Zavi V the meetings of the upper and lower houses are often done via a live feed video meeting.

The argument for constructing factories or universities at this moment in time is minimal, the small population has more to gain by being thinly spread out over the system and exploiting the resources that way than building ever larger habitats, once at least 40% of the systems resources are exploited in this way comes a breaking point where the construction of such things might make sense. This argument is further supported by our current military understanding of the Vazan, if this were to change and they managed to start constructing war ships there is a case for a stronger centralisation of population.

Our current scientific understanding of the situation requires us to research defence and propulsion technologies. It is a grace problem that we do not have the required technology to properly guard our planets, and that the fighters that we do have are unable to easily be repaired or maintained. The current system of specialised almost hand crafted solutions to keep these vehicles is nothing short of a miracle and needs to be rectified as soon as possible.

Lastly there have been hints from the Vazan about acquiring a source of volatiles, this should be looked and studied closely. The publics reaction is likely to be adverse, having the upper chamber look at the matter might be the best course to take.
