You first built unit of swords has a rash leader who has gone too deep into the dying enemies territory and has paid the price having been reduced to 21 HP. What do you do now? Ideally you want to finish Tamar by taking Telavi quickly.
There are no other units from either side nearby, you are Canada vs Georgia
I will post what I did after the weekend, I cannot post the save of this for a few weeks and have to place the picture in a spoiler due to it being a GOTM picture. Do not open if you are playing the current GOTM.

Here's what I would do:
  • Retreat the compromised Swordsmen to the northwestern marsh, outside the range of Telavi and its Archers. Can't remember if Archers exert ZOC. In that case, this step would take place after the third one.
  • Advance the northern Swordsmen one tile towards the enemy yellow Archers in the west, and follow them with the Archers east of the Builders.
  • Attack the yellow Archers with yours that just moved, and finish them off with the advancing Swordsmen if necessary, using their second move.
  • From there you can either attack Telavi with the eastern Swordsmen and/or wait till the Archers/Swordsmen who killed the western enemy Archers can support the following turn.

Didnt play civ6 for a few months but here goes.
1. Finish off archer with lowest HP sword. get 1 archer to help if needed.
2. Move “yellow health” NW sword into jungle.
3. Keep sword at telavi to fortify.
4. Bring scout in range of telavi archer garrison.
5. Bring full HP archers closer to telavi by road as close as possible
6. Heal up the archer near salt
7. Bring tbilisi archer to wheat W of it.

The ai will target either the scout (ideally) or the near death sword.
Either case, take the city on next turn with 2 archers & 2 swords, if possible.

My sword cannot die and will do so if shot by the archer... My friends are in that regiment!
Also a level 3 skirmisher is OP early, do I really want to lose a level 2 scout? (not if I can avoid it)
Spoiler :

Hint, You should be able to know for sure what is targeted - https://forums.civfanatics.com/threads/combat-quiz-12.648740/
I stated the sword had 21 HP so its strength is 28

Yes because skirmisher upgrade is way too expensive. For mid game exploration I prefer to use light cav. More movement over water and more movement overall.

Xbow - melee strength 30, range strength 40
Vs
Skirmisher - melee strength 40, ranged strength 50... because I would only upgrade one that is near or at level 3. The thing is it can pop onto a hill or out of a forest, shoot then disappear as if like magic. They are annoying little buggers if the opposition knows how to use them. The fact that they can do this at level 2 allows them to get to lvl 3 easily.

I don't see a way you're taking Telavi in a single turn, so it seems it's all about saving the red sword and bringing other units into the attack. The Georgian Archer outside of the city is the one that the damaged sword can't escape from, so that must die. I think two hits from the other swordsmen will do it. So...

a) Move the red Sword 1NW
b) Move Yellow sword near Batumi 1SW switching places with Red Sword.
c) Hit Western Archer with Yellow Sword
d) Kill (?) Western Archer with Green Sword. ZoC from city doesn't prevent it from attacking to another hex.
e) I'd probably be looking to bring three of your four archers into the attack too.
- Batumi garrison Archer to the Marsh. Batumi East Archer to the east Wheat. Tbilisi garrison to the hex 1SE of the wheat.

The Georgian Archer outside of the city is the one that the damaged sword can't escape from
The sad thing is the AI will target a full health archer over a badly damaged sword.
The archer in the centre tonthe right of the sword can move 2 SW so the city archer targets it.
The damaged sword can move up the the bush allowing a second good sword to go next to the city
And the left archer pops down to where the sword was to hopefully take out the archer but even if he fails, the archervwill target him back.
So yes, next turn the city falls with no units lost.

Learned something here.Thanks. Sad though, seems like a simple AI adjustment: prioritize killing the enemy. Haven't read it, but I bet it's in Sun Tzu. ;)
