I am creating a budget office for budgets requests to organize the budget more efficiently. It is only effective, while I am the Minister of Domestic Affairs.

This is NOT the Discussion thread for the Domestic Ministry. This is for budget discussion only!

-The Budget Office is under the jurisdiction of the Ministry of Domestic Affairs.

-Budget requests are made here

-Budget negotiations are made here

-The Ministry of Domestic Affairs holds the the right to make the decision of what to accept

-The decision made from the Ministry of Domestic Affairs is then put into a poll to determine the WOTP by the Deputy of Domestic Affairs. If there is no deputy, the Minister of Domestic Affairs posts the poll.

-The Deputy of Domestic Affairs receives the title: Minister of Finances

Note: When you make requests and negotiate, be sure to include costs.

Note: The Minister of Finance may have a larger role in the future.

Depending on the outcomes of several polls (including some of MSAVs and others) I expect to request as many as 9 rushes of improvements in the recently conquered cities. I am unable to access the save right now, so am am not able to provide costs at this time. I will update this post later this evening once can access the save.

I have requested that Minister Provolution visit this thread and provide some analysis of how many and of what type of unit are available for disbanding for shields in these areas. This will also have some bearing on the cost.

The potential rushes that may be requested are:

Minister Zarn, I would like to request the following budget outlays:
As much as 924 Gold to help rebuild the war torn lands in the south and to prepare to build the Forbidden Palace.
Turn 0: 496 Gold to rush temples in Cattaraugus, Cumae, Mauch Chunk, Pisae, and Yatta
Turn 2: 316 Gold to rush a Courthouse in Yatta.
As soon as resistence is ended in Salamanca: up to 112G to rush a temple.
As it appears that the war with the Iroquois will last at least several more turns I do not expect that the MSAV will be able to allocate any units to be disbanded for shields.

Excuse me Zarn, there is one more Galleon to be upgraded, so please allow for 40 gold more, take it from Pikemen if needed. DO NOT UPGRADE SPEARS, These are regulars and must be phased out for building new musket veterans.

This means, you save 560 gold on spearmen, but need to allocate 40 gold more on a Caravel. There are now 5 , ot 4 caravels in total.

I agree 100 %. We need to stay over 1000 gold to get the 50 gold interest of Wall Street, but I would just add in the Galleon upgrade in turn 3, as a Revised Budget based on future earnings.

In loyalty to the cultural office, I ordered 4 Veteran Swordsmen to Yatta for disbands and
1 Veteran Swordsman to Pisae for disbands, this will accelerate growth of temples and courthouses there and save gold. Please allocate some saved gold from that for a rush buy of courthouse in Kagemusha after I have disbanded 2 warriors and a spearman within turn 4, and then rush buy barracks after a couple of more spearman disbands in turn 8-9.

I don't know if there is time to approve this, but TimBently makes an excellent point that Yatta needs a temple in order to expand its radius to get Game. I have removed my request in my instructions for the Library in Salamanca and added back in the Temple with a Sword disband to aid the rush.

Budget request for Term 4 TC #2:
Honorable Ministers,
I noticed Minister Provolution's and Minister Zarn's posts in the governor's threads about keeping the budget in mind and not building Calvalry units. I would like to suggest that Cavalry units be considered as a budget resource. I think we should continue to be build Cavs in those core cities with nothing better to build except for wealth. These units can be quickly moved to the corrupt fringes where they can be disbanded for 20 shields each. Most of these core cities build Cavs in 4 or 5 turns at a cost of 80 shields. These disbands can be used to disband-rush improvements to help the happiness and culture of our country in areas where it would take a long time to manually construct.

Even improvements on the fringe cost money. The only city I am concerned about is Yatta. The Roman province costs alot of money as it is right now. This thread is for requests such as rush this or upgrade that.

Turn Chat #2 budget requests:
These are really carry over from turn chat #1 as they were not executed in the 4 turns of the chat. Each was polled and recieved at least 50% of the non-abstain vote (admittedly with a small number of people voting).

Yatta turn 0: rush Courthouse cost 244 g.
Yatta turn 1 or 2: rush a temple. Turn 1 is any Swords are available for disbanding. Cost - as much as 116g.

Governor Blackheart has put in a request to have the spearmen defending Furuyama upgraded to musketman. I am forwarding this request as it is a minor request and the garrison does need upgrading.

Overruled MSAV Cyc, noregular spearman will be upgraded, but disbanded.
I sent a musketman from Furuyama to do the job, and disband the spearmen in the Northern border towns (pimarily Kagemusha, presently 95 % corruption).

So no more whining about spearmen, they are soon part of history, the same applies to regular units. Only veterans and elites from now on. This is the only way we can have a small and competent elite force. Blackheart, I am not going to argue this too with you, let it be and let it go.

By the way, I added 3 swordsman disbands for Wakashio (former Pisae) and 6 Spearmen disbands for Kagemusha. I let three elite swordsmen hold Salamanca.
