I agree, Palanthus does need a market, followed by a bank, quickly. But the need for workers is great too. With the advent of railroads upon us, I believe that the workers will help in the cause of the Fanatikan National Railway. When Palanthus finishes its granary, I will have it go to a marketplace. Then im going to churn out workers for the next term.

As Mayor of the Great City of Palanthus I agree! Please see this post Governor!

We already have 17 domestic workers and 51 foreign workers. We look to pick up an Indian and 2 Russian workers next turn. Let's give Palanthus it's market! It's one of the largest cities we have!

If food is what you want then Palanthus can easily produce a surplus of 10 food per turn! We do not need a granary in Palanthus.
