this thread has been quiet a while....... i was just reading some posts again and I think that you should classify civs on these aspects:
Political system(s)
Economic system(s)
Religious customs/beliefs
Social customs/traditions
Intellectual achievments
Artistic achievments
Using
PERSIA to determine if a group of people is a civilization is very comprehensive and unbiassed. For example: the United States
P- The US revolutionized world thought about government when the Founding Fathers developed a Democratic Republic ruled "by the people, for the people." Although the ideas of Democracy and Republic systems of government were not completely new (Roman Republic and Athenian Democracy), they had pretty much been forgotten since the fall of the Roman Republic. The US's founders sparked revolutions that continued for centuries and still do (France almost immediately after, Central/South American revolutions much later, etc).
E- The United States further defined Capitalism; sort of an upgrade to Mercantilism, an early form of Capitalism.
R- Because the English colonies that became the United States of America offered refuge from some of the religious oppression in Europe, the Founding Fathers made sure that the new country had separation of Church and State; kind of a big idea considering the US was made up of mostly Europeans. Muslim nations had already formed systems of government that separated Church and State and practiced religious tolerance, but the idea was still very revolutionary for the backwards pigs in Europe (no offense intended to
modern Europeans).
S- Patrilineal and man-is-God based. Nothing really revolutionary here but it is important not to just skip over this: the United States did have a social order.

I want to mention that I was really trying to be unbiased, even though I live in the United States.

Ouch! The United States has done a lot of bad in the world since 1776, yes, but it is very important to realize and recognize all the good that the US has done in the world over the past 228 years. Without our help in WWII (and WWI), Europe might now be German, Asia might now be Japanese, Africa might now be Italian, and the Americas might now be in anarchy. Also, look above at my
PERSIA and take everything on Earth that came as a result of those achievments and remove them. The world sucks when you take the United States out of history.
A note to Dom: PLEASE do not use "America" for the name of this civ. Please use something like "United States" or "United States of America". I think that referring to only US citizens as "Americans" is wrong and offensive to the other nations and ethnicities on the two American continents. I consider it extremely ignorant to use "America" to refer to only the United States. For an adj., I suggest "US". IMHO its like calling only Chinese citizens "Asian" or refering to Spain as "Europe". I'm not angry at anyone. Just wanted to mention this.
