Sitting Bull from Native americans is confirmed as one of the new 16 leaders by Firaxis long time ago. So it's not sioux http://www.firaxis.com/games/game_detail.php?gameid=16

Well, my impression is that since this is only the first bit of news about Beyond the Sword we've gotten that that information is incomplete and it really is Sitting Bull of the Sioux. This is mostly because:

1) Having a general civilization called Native Americans, with Sitting Bull as their leader no less, is somewhat weird
2) Sitting Bull was leader of the Sioux in Civ 2 so if Sitting Bull is in Civ 4 at all he will probably be leader of the Sioux again to capitalize on the nostalgia factor

That's just what I think, I could be very, very wrong though.
 
On the other hand, a "Native American" Civ better suits into a scenario, can incorporate more "cities"/geographical and ethnical area and finally allows also for a Hiawhata leader for example. You couldn't include the Sioux and the Iroquois e. g. as the UU and UB would be very difficult to create. (No totem as that would go with both and not only with just one)

i think all of those will be in except maybe brazil and israel - seem 2 b rather neglectant of modern cultures or conflicting cultures ehem-israel.
